2. STRATEGIC ENVIRONMENTAL ANALYSISDuring August 2009, Umzinyathi District Municipality identified the need to prepare aStrategic Environmental Assessment to ensure that these unique environmental featuresare appropriately considered within the context of sustainable development in its area ofjurisdiction. The process is primarily aimed at ensuring that environmental sustainabilityaspects are considered in the Integrated <strong>Development</strong> Plan and the Spatial<strong>Development</strong> Framework of the municipality. The overall objectives of the UmzinyathiSEA are to:Pro-actively inform development plans and programmes of the UDM, specificallythe SDF as the spatial expression of the District <strong>IDP</strong>;Identify opportunities and constraints which the environment places ondevelopment;Provide information on sustainability of envisaged development as described inthe District <strong>IDP</strong> and SDFTo maintain and/or enhance the level of environmental quality of the areaUmzinyathi District Municipality will be reviewing the Strategic EnvironmentalAssessment (SEA) during <strong>2013</strong>/<strong>14</strong> financial to ensure that its applications are relevantand implementable.The environmental analysis in terms of the Integrated Environmental Management Planis as follws:2.1 THE <strong>IDP</strong> AND SUSTAINABILITY2.1.1 Integrated <strong>Development</strong> Plans (<strong>IDP</strong>s)Integrated development planning is strategic, holistic and intended to result inappropriate delivery. The Integrated <strong>Development</strong> Plan (<strong>IDP</strong>), the product of thisprocess, assists the municipality in being developmental and combining efforts withgovernment agencies at national and provincial levels in ensuring delivery.
