Performance Management System must inter alia comply with therequirements of the Systems Act, relates to the municipality’s employeeperformance management processes and be linked to the municipality’s IDP.For the darft 2013/14 IDP Review financial year, the municipality has prepared afunctional and effective Organisational Performance Management System whichaddresses performance needs of the organization and also serves to promote aculture of performance management, and to administer its affairs in an economical,effective, efficient and accountable manner as required by Section 38 of the MunicipalSystems Act (No32 of 2000).In terms of measuring the performance of the municipality in implementing the 2013/14IDP Review, the municipality has reviewed the entire system of PerformanceManagement System, and has the following documents in place which guide thereview, implementation, monitoring and reporting on performance managementsystem:Organisational Scorecards;Departmental Scorecards;Performance Framework Framework; andPerformance PolicyThe organisational scorecard is attached herewith as Annexure I 5.2. INDIVIDUAL PERFORMANCE MANAGEMENT SYSTEMSubsequnt to the adoptoion of the 2013/14 IDP Review and Budget in May 2013, themunicipality will then prepare the Service Delivery and Budget Implementation Planwithin 14 days after the adoption of the Budget which will serve as a monitoring tool forthe implementation of the IDP, and then prepare the performance agreements for theSection 55 and 56 Managers as required by the 2006 Performance Regulations whichwill have to be concluded before the end of July 2013.Draft 2013/2014 IDP Review Page 292Prepared by Umzinyathi District Municipality22 March 2013
