SPATIAL DEVELOPMENT FRAMEWORKIn June 2012, Umzinyathi District Municipality completed the development of the newSpatial Development Framework which would guide the spatial implementation of the3 rd generation of the IDP’s. The Spatial Development Framework was adopted byCouncil in June 2012, and subsequently submitted to the Department of Co-operativeGovernance and Traditional Affairs for comments and inputs.During February 2013, the municipality received comments from the department whichwere not major as they related mostly to a detail risk assessment for disastermanagement and integration of spatial infrastructure into the SDF, and thesecomments will be addressed as part of the review process during 2013/14 financialyear. The fundamental purpose of the SDF process intended to achieve, are asfollows:To improve the physical environment of the community as a setting for humanactivities-to make it more functional, beautiful, decent, healthful, interesting, andefficient;To promote the public interest, the interest of the community at large, ratherthan the interests of individuals or special groups within the community;To facilitate the democratic determination and implementation of communitypolicies on physical development;To effect political and technical coordination in community development; andTo inject long-range considerations into the determination of short-rangeactions.The summary of the Spatial Development Framework is as follows:Draft 2013/2014 IDP Review Page 151Prepared by Umzinyathi District Municipality22 May 2013
