Furthermore people are immobile andclearly do not change locality very easily. However, the challenge remains to provide the residents of these low density areas with access tobasic facilities and amenities. Improved accessibility can be achieved by proliferating community facilities through these areas but thiscomes at a substantial cost. Assessments in previous sections have shown that the existing densities cannot sustain the required amenitiesthroughout the area. The alternative is to improve public transport through the area to increase general access into the identified nodalpoints. The current PTP did not address these issues. It will be appropriate to revisit the PTP with the specific mandate to investigate andformulate proposals regarding an improved public transport system.Project 2:Investigation into the establishment of a municipal ruraltransportation system1. Project rationale: It is more cost effective to provide people in rural areaswith a free public transportation system than embarkingon a programme to proliferate non-viable communityfacilities and amenities throughout the UDM area2.
