in terms of land capability. These are areas suitable for moderatecultivation and intensive grazing. Nqutu do have substantial portions ofthese areas but they are largely constrained by low-density settlement,degradation due to land management practices and a land ownershipsystem that restricts commercial use of the land. Endumeni also havelarge portions of relatively high potential agricultural but Msinga, mainlydue to topography is largely deprived of such land. There are only limitedpatches south of Pomeroy and small isolated portions in the very narrowand inaccessible river valleys.Extensive communal settlementThis area covers the larger parts of Nqutu and Msinga and poses seriousdevelopment challenges. There is a similar area in the southeastern partof Umvoti. It is indicated in the PGDS as “social intervention areas”. Thechallenge is that need (on social concept) does not imply effective demand(economic concept). The difference between the two is the gap betweenwelfare actions and financially sustainable service delivery. The issue iscompounded further by the extreme and extended low density ofdevelopment and the inherent immobility of the local population.
