1. IntroductionA Spatial <strong>Development</strong> Framework (SDF) is regarded as an integral part ofan Integrated <strong>Development</strong> Plan (<strong>IDP</strong>) as required by Section 26 of theMunicipal Systems Act of 2000 (Act 32 of 2000). In terms of the act, a SDF“…must include the provision of basic guidelines for a land usemanagement system for the municipality.” However, a SDF is not a onedimensionalmap or plan. It seeks to arrange development activities, landuses and the built form - in such a manner that they can accommodate theideas and desires of people - without compromising the naturalenvironment and how services are delivered. If not done properly, thesystem will be very costly, inefficient and can even collapse. A finebalance must be maintained at all times: too much emphasis on oneelement can harm the system; if development happens too quickly,infrastructure provision cannot keep up. In the final analysis, objectives ofa SDF must be realistic and achievable.1.1 The SDF within the context of municipal planningAll human activities have a spatial dimension. On the one hand, humanaction affects space and on the other hand, space helps to shape anddirect human action. This dynamic relationship is addressed in a SDF. Thefigure below highlights the central and strategic role that the SDF plays inthe municipal environment. Developing and implementing a sustainableSDF is a pivotal activity in any municipality. The need to integrate spatialplanning and delivery with other core activities in the municipality is critical.The diagram illustrates this point.1.2 The SDF focus: The extent of the municipal area requires a dualapproach. The focus is on the total municipal area. At this level, theemphasis is on determining and assessing municipal wide trends andtendencies with the aim to:1. Improve spatial functionality across the municipal area.2. Integrate with the district and provincial SDFs.3.
