There are currently five solid wastedisposal sites and three transfer stations in the Umzinyathi area. The Council’s IntegratedWaste Management Plan deals with issues and challenges of solid waste management. Theplan is however silent on dealing with waste problems in rural areas. Waste disposal in ruralvillage are generally uneconomic and difficult to maintain at an acceptable level. A communitybased system of communal dumping sites or onsite disposal is usually more appropriate in ruralareas.Management measureThe municipality aims to reduce the sanitation backlog, which will be 15% (1912 households) by27% (3800 households) thereby improving access to communities within the RDP standards,the percentage reduction of the backlogs is based on the allocation provided by MunicipalInfrastructure Grant.Umzinyathi DM does have a WSDP compiled for the Council in 2009. The WSDP was preparedaccording to the Department of Water Affairs’ guidelines and format. It is in many respectsincomplete with substantial data gaps. The spatial data and especially the demarcation of“villages” is suspect and leave one with question marks on the credibility of data in general. The municipality, in partnership with the Department of Environmental Affairs, is developing tworegional waste sites for waste management to be shared by the four local municipalities. Todate, the implementing agents for both sites have been appointed and currently working on thebusiness plans.The municipality is currently rehabilitating the existing waste sites, which are Pomeroy, Nqutuand Glencoe.
