4.2 Level of educationThe distribution of level of education confirms the broad socio-economicpatterns in the municipal area. The next table summarises educationlevels.The educational levels in the Municipality are very low. More than 30% ofthe population has no education while more than 70% has less than asecondary school education.Less than 2% have a postmatric education.Spatially the distribution ofeducation levels betweenmunicipalities and betweenurban and rural areas differssignificantly. There are ahigher concentration ofpeople with secondary andpost-matric in the urbanareas. The level ofeducation highlights theimportance of the primarysector, especiallyLevel of educationagriculture, to accommodate and absorb unskilled workers and the limitedopportunities for higher skilled workers in the current make-up of the localeconomy.4.3 Household income and povertyThe map showing household income distribution is one of the mostsignificant maps showing the extent of the poverty problems in themunicipal area. R3200 per month is generally regarded as a goodmeasure for poverty since it is more or less the cut off point forgovernment assistance to poor households. The implications of this profileare profound. It implies that the local municipal councils have a limitedresource base and thus a very limited ability to make a significant impacton development in general. The councils are highly dependent on grantsand subsidies to be able to sustain basic levels of service delivery.
