PROFILES OF ALL REGISTERED PERSONS<br />

9. It has been noticed that due to late / wrong provision of <strong>Sales</strong> tax return<br />

data by Collectorates to the STARR, the results like ―Non-Filer‖ are also being received<br />

due to application of STARR checks even in those cases where monthly sales tax return<br />

has been filed by the suppliers (registered persons). In order to avoid such objections an<br />

additional support to the processing officers is being provided by providing last six<br />

month‘s profiled of all registered persons to the Collectorates by the 10 th day of every<br />

month. The processing officers would have direct access to such profile data of all<br />

registered persons through the windows already available on their PCs. The processing<br />

officers, on the basis of the data / information, would also be able to decided objections<br />

like ―Non-Filer‖ received in result of STARR verifications. It is hoped that this additional<br />

support would help the Processing Officers to make immediate payment of refund of the<br />

amount deferred due to STARR objections, if found admissible with the help of profile<br />

data of registered persons.<br />

SECURITY MEASURES<br />

10. In order to maintain proper security of STARR system all users<br />

(processing officer, incharge, Treasury officer etc.) are advised to change their passwords<br />

on regular basis, preferably on weekly basis. As all software related rights of STARR<br />

system have been given to the data Base Administrator (DBA) of the Collectorate for<br />

smooth functioning of the system, therefore, by virtue of this provision he has complete<br />

access to all functions of STARR software installed in the Collectorates. He is, therefore,<br />

responsible for maintaining al standard security measures and he would also be<br />

responsible for any possible misuse of the right given to him in respect of STARR<br />

system.<br />

M.I.S. REPORTS FOR MONITORING<br />

11. Monthly reports pertaining to suppliers-wise discrepancies in invoices,<br />

bills of entry and shipping bills are being sent to Collectorates separately for scrutiny and<br />

necessary action. However, a daily performance report has been designed through which<br />

the officers could easily monitor the performance and progress of each individual of<br />

refund divisions. DBA of the Collectorate may be advised to generate and supply this<br />

report to the officers in-charge on daily basis.<br />
