- the decision vide notification dated 3.9.1999 to apply 10% withholding tax on<br />

income from certain National Savings Schemes may be reversed (effective<br />

immediately).<br />

- ―dressed chicken‖ and meat may be exempted from GST to place it at par with<br />

fresh chicken/meat (effective immediately).<br />

(xvi) In order to simplify the tax system, it may be announced that government‘s<br />

findings on the multiplicity of taxes will be announced in time for<br />

implementation in the budget.<br />

(xvii) In the realm of simplification of the tax system it may be announced that the<br />

appellate hierarchy of the tax system is being reviewed for simplification and<br />

streamlining.<br />

(xviii) The measures for strengthening of tax administration should include,<br />

- enhancement of audit capacity.<br />

- priority for expanding use of information technology.<br />

- entry level recruitment through FPSC.<br />

- special academic qualification for revenue officials.<br />

- setting up of fiscal benches in Supreme Court and High Courts.<br />

The corrupt and otherwise useless officials at all levels in the tax administration<br />

should be systematically identified and weeded out.<br />

A <strong>Tax</strong> Ombudsman may be appointed to address all complaints pertaining to tax<br />

administration. The person to be appointed should be retired judge of the<br />

Supreme Court. Simultaneously the jurisdiction of the Wafaqi Mohtasib will be<br />

excluded from tax matters.<br />

DECISION<br />

The Cabinet considered the Summary dated 10 th December, 1999 submitted by the<br />

Revenue Division on ―Immediate Measures of Reforms in <strong>Tax</strong> System‖ and approved the<br />

proposals contained in para 3(three) thereof with the modification that a decision on the<br />

withdrawal of custom and sales tax exemptions on construction machinery under the Housing<br />

Scheme and transport sector imports under the Transport Scheme should pend for the time being.<br />
