SUBJECT: MINUTES OF MEETING OF THE COMMITTEE
CONSTITUTED BY INLAND REVENUE WING FOR INTERNAL
REVIEW OF GST, FEDERAL EXCISE, INCOME TAX LAWS
AND SRO‘s.- FOR REFORMS TO BE INCLUDED IN THE
BUDGET 2009-10
In pursuance of Board‘s U.O. Note No.1(6)Tax Reforms/08-Pt-e Dox#23474,
dated 14.02.2009, a meeting was held in LTU, Karachi by the Committee constituted by
the Inland Revenue Wing for initial review of Sales Tax, Federal Excise and Income Tax
laws and SROs for reforms to be included in the Budget 2009-10.
2. The following Officers participated in the meeting:

Mr. Aftab Anwar Baloch, Chief (ST&FE-I), FBR, Islamabad.
Mr. Nadeem Ahmad Farooqi, Chief (DTP), FBR, Islamabad.
Dr. Ashfaq Ahmed Tunio, Additional Collector (Legal), LTU,
Karachi (in place of Mr. Saif ud Din Junejo, Additional Collector
who had to proceed to Islamabad).
Dr. Murtaza Khuhro DCIT, LTU, Karachi (in place of Dr. Tariq
Masood Additional Commissioner, who could not attend due to
illness).
3. The Committee examined the Tax Administration Review September
2008 (‗Carlos Silvani Mission‘) and discussed thoroughly the recommendation made in
the review. Mr. Nadeem Farooqi informed that some action had already been initiated on
the Income Tax side actionable points by another Committee (Budget Committee), of
which Dr. Murtuza Khuhro was a member. Dr. Khuhro informed of the work already
done by the Budget Committee on the Income Tax side, after seeking inputs from the
taxpayers.
4. Mr. Aftab Baloch appreciated the efforts and observed that the focus of
the present committee was on harmonization of Sales Tax, Excise and Income Tax laws
and SROs for reforms to be included in the Budget 2009-10 as recommended by Mission,
and its report is to be submitted to the FBR by 28 February, 2009. The Budget Committee
will be more focused on budgetary measures, and will submit its report after obtaining
views of the relevant stakeholders.
