19. The CAO shall be responsible that necessary record shall be maintained as per procedure
laid down vide F.2(10)IF.III/96-402 dated 22-08-1996. All the instructions regarding
maintenance of all necessary record contained in the above cited procedure shall also be
applicable under these rules.
20. Copies of refund sanction and cheques shall be maintained both as hard-copy and as well
as soft-copy.
21. On daily basis, Joint Director (Computer / Central Refund Officer (CRO), CBR, and
CAO will personally ensure the verification of refund sanction order with payment orders and
daily joint reconciliation statement shall be sent to Chief, Sales tax, CBR.
EDP Controls for Sales tax refund Verification and Payment System
The computerized system has the following two administrative units namely:-
1. The Central Repository.
2. The Collectorate-end repository and processing for issuance of RPOs mechanism.
3. Apart from the above there are the following operational units namely:
Data Depository
VPDN (Secure Data Communication Network)
Both the Central data repository and the Collectorate end data was programmed in Oracle Data
Suites and as such have an inbuilt mechanism and point to point security layer against hacking and
intrusions.
VPDN:
The interconnection framework of the VPDN is an integral part of Sales tax repository
system as it is the transport on which the entire system is functional. This interconnection
framework helps in the data exchange and replication of data bases. From the outset this VPDN
was operational as a third party driven service i.e. by Cybernet Pakistan and as such the company
is responsible for ensuring risk free data transmission and receipt and offers a safe environment
intrusion or hacking is not possible. For this service provider is using high speed media namely:
DSL
ISDN
Multilink Dialup
The company has installed high end routers for central repository and three Collectorates viz.
Lahore, Karachi and Faisalabad. The service provider has placed hardware based firewalls as their
sites while the central repository has a firewall which was purchased by government owned
Pakistan Revenue Automation (Pvt.)Ltd. (PRAL).
