IMPLEMENTATION OF DTRE SCHEME<br />

I am directed to refer to the subject noted above and to say that all the<br />

departmental stakeholders which include Regulatory Collectors, Collectors of Customs<br />

controlling imports and exports and Collectors of <strong>Sales</strong> <strong>Tax</strong> holding jurisdiction over the<br />

units supplying zero-rated inputs are supposed to be having online interface with the<br />

PaCCS for implementation of the DTRE scheme as provided under the Customs Rules<br />

2001 [e.g., rules 302(1), 302(1)(b), 302(3)]. Please appreciate that in the absence of<br />

complete use of the online facility, the DTRE scheme remains susceptible to misuse.<br />

Besides, the level of monitoring will also be far from satisfactory.<br />

2. Collectors are, therefore, requested to please confirm (or otherwise)<br />

whether the online interface with PaCCS is being fully and actively used at their<br />

respective ends, in the manner as required under the Rules.<br />

3. Through a copy of this letter, Project Director, CARE is also requested to<br />

evaluate the working of the PaCCS software on DTRE scheme as required under the<br />

Rules and post the Board with his report.<br />

4. Board looks forward to having response to this at an early date, but not<br />

later than May 10, 2007.<br />
