Sales Tax Instructions, 2009
Central Board of Revenue, Islamabad.
Subject DISPOSING OF CARRY OVER STOCK PRIOR TO 01.07.2004 AS
PER SALES TAX CIRCULAR NO.3(12) ST-L&P/04 DATED 08-09-
2004 (FOR COMMERCIAL IMPORTERS)
Dear Sir,
I have the honour to invite your kind attention to the problem faced by the commercial importers
due to a condition as laid down in para-c of the captioned circular, requiring them to dispose off
the carry over stock o goods, imported prior to 01-07-2004, by 31-12-2004 and file separate
monthly returns accordingly for supply of such imported goods till 15-01-2005.
The condition is very harsh as it is difficult to find the prospective buyers to sell out the entire
stock of 01-07-2004 at once by the end of 31-12-2004 and it is also not possible to dispose
the goods at throw away prices.
It is, therefore, proposed that the deadline to disposing off the entire stock be enhanced from
December, 31, 2004 to December, 31, 2005 so that the stocks can be cleared without haste and
monetary loss.
O, alternatively it is suggested that the commercial importers be given option to pay the Sales Tax
on value addition of 10% on the remaining stocks of 01-07-2004 lying unsold on 31-12-2004 so
that the remaining stock can be sold without time pressure.
I hope that the proposal would receive your earnest consideration and helpful decision,
Thanking you and looking forward to an early action,
Yours faithfully,
(MIAN ABRAR AHMAD)
Acting President
