to come to terms with the emerg<strong>in</strong>g new realities.<br />

POLICY RECOMMENDATIONS<br />

This analysis covers a wide range of issues related<br />

to <strong>and</strong> complicated by the ongo<strong>in</strong>g U.S.-<strong>Ch<strong>in</strong>a</strong><br />

power transition. It has made an effort to put these<br />

issues <strong>in</strong> perspective. <strong>The</strong> <strong>in</strong>tent is to rem<strong>in</strong>d U.S., as<br />

well as Ch<strong>in</strong>ese, leaders of the complicated nature of<br />

U.S.-<strong>Ch<strong>in</strong>a</strong> relations under the condition of this power<br />

transition <strong>and</strong> to encourage them to look at the exist<strong>in</strong>g<br />

conflicts <strong>in</strong> this new light. It is also <strong>in</strong>tended to<br />

persuade the two nations’ leaders to look beyond their<br />

parochial positions <strong>and</strong> take constructive measures to<br />

manage this complicated process. <strong>The</strong> follow<strong>in</strong>g are<br />

some key policy recommendations derived from this<br />

analysis.<br />

• While the <strong>United</strong> <strong>States</strong> <strong>and</strong> <strong>Ch<strong>in</strong>a</strong> have always<br />

had conflict s<strong>in</strong>ce the found<strong>in</strong>g of the People’s<br />

Republic of <strong>Ch<strong>in</strong>a</strong> (PRC) <strong>in</strong> 1949, U.S. <strong>and</strong> Ch<strong>in</strong>ese<br />

leaders should always bear <strong>in</strong> m<strong>in</strong>d that<br />

s<strong>in</strong>ce <strong>Ch<strong>in</strong>a</strong> embarked on its genu<strong>in</strong>e economic<br />

revolution <strong>in</strong> 1978, the def<strong>in</strong><strong>in</strong>g character of the<br />

U.S.-<strong>Ch<strong>in</strong>a</strong> relationship has become known as a<br />

power transition. <strong>The</strong> two nations’ policies <strong>and</strong><br />

<strong>in</strong>teractions therefore must take this factor <strong>in</strong>to<br />

account.<br />

• <strong>Power</strong> transition is about the future of <strong>in</strong>ternational<br />

relations. Historically, systematic<br />

changes were settled on battlefields. In the<br />

current situation, the <strong>United</strong> <strong>States</strong> <strong>and</strong> <strong>Ch<strong>in</strong>a</strong><br />

have exchanged goodwill to blaze a new path<br />

for a peaceful transition. However, this is just<br />

the first step <strong>in</strong> the right direction; as the power<br />

transition process unfolds, there will be new<br />
