its allies <strong>and</strong> project its power. What is worse, over<br />
the next several years there will be an <strong>in</strong>creas<strong>in</strong>g danger<br />
that, <strong>in</strong> an extreme crisis, <strong>Ch<strong>in</strong>a</strong>’s leaders might<br />
believe that they have a chance of start<strong>in</strong>g a war by<br />
effectively knock<strong>in</strong>g the <strong>United</strong> <strong>States</strong> out of the Western<br />
Pacific. . . . 83<br />
Friedberg’s f<strong>in</strong>al remarks may be too alarm<strong>in</strong>g.<br />
But <strong>Ch<strong>in</strong>a</strong>’s ambitions give the <strong>United</strong> <strong>States</strong> little<br />
room for comfort. <strong>Ch<strong>in</strong>a</strong> wants to develop its maritime<br />
power (海权), which covers, most importantly<br />
but is not limited to, the security of <strong>Ch<strong>in</strong>a</strong>’s extended<br />
ocean fronts <strong>and</strong> territorial waters, sovereign control<br />
of Taiwan <strong>and</strong> its surround<strong>in</strong>g territory, “recovery”<br />
of the “stolen” isl<strong>and</strong>s <strong>in</strong> the South <strong>and</strong> East <strong>Ch<strong>in</strong>a</strong><br />
Seas, 84 effective management of its claimed Exclusive<br />
Economic Zone (EEZ), security of the sea l<strong>in</strong>es of communication<br />
(SLOC), <strong>and</strong> a powerful blue-water navy<br />
that can project <strong>Ch<strong>in</strong>a</strong>’s power <strong>and</strong> protect <strong>Ch<strong>in</strong>a</strong>’s<br />
exp<strong>and</strong><strong>in</strong>g <strong>in</strong>terests.<br />
<strong>The</strong> Ch<strong>in</strong>ese believe that this maritime power is <strong>in</strong>dispensible<br />
for <strong>Ch<strong>in</strong>a</strong> to become a full-fledged global<br />
power. 85 Currently, <strong>Ch<strong>in</strong>a</strong> has secured its extended<br />
ocean fronts—no foreign power is to repeat a humiliat<strong>in</strong>g<br />
<strong>in</strong>vasion of <strong>Ch<strong>in</strong>a</strong> from the sea aga<strong>in</strong>. <strong>Ch<strong>in</strong>a</strong> has<br />
also developed an <strong>in</strong>creas<strong>in</strong>gly credible deterrence<br />
aga<strong>in</strong>st Taiwan <strong>and</strong> possible U.S. military <strong>in</strong>tervention<br />
<strong>in</strong> an event of <strong>Ch<strong>in</strong>a</strong>-Taiwan confrontation over<br />
unification or separation—with the access-denial capability<br />
Friedberg has mentioned <strong>in</strong> the quote. 86 On<br />
the distant SLOCs, <strong>Ch<strong>in</strong>a</strong> enjoys a free ride arguably<br />
provided by the <strong>United</strong> <strong>States</strong>. But eventually, <strong>Ch<strong>in</strong>a</strong><br />
will prefer to rely on its own forces to protect its <strong>in</strong>-<br />
