<strong>The</strong> George W. Bush adm<strong>in</strong>istration, however,<br />
gave <strong>Ch<strong>in</strong>a</strong> a well-measured answer. Deputy Secretary<br />
of State Robert B. Zoellick delivered the U.S. response<br />
through his now-famous speech to the New<br />
York-based National Committee on U.S.-<strong>Ch<strong>in</strong>a</strong> Relations<br />
on September 21, 2005. Zoellick welcomed <strong>Ch<strong>in</strong>a</strong>’s<br />
forthcom<strong>in</strong>g <strong>in</strong>itiative. He commended <strong>Ch<strong>in</strong>a</strong> for<br />
its impressive economic development, accredit<strong>in</strong>g it<br />
to the U.S. policy of <strong>in</strong>tegration that started with President<br />
Nixon’s historic visit to <strong>Ch<strong>in</strong>a</strong> <strong>in</strong> 1972 <strong>and</strong> cont<strong>in</strong>ued<br />
by successive U.S. Presidents (with underst<strong>and</strong>able<br />
setbacks <strong>and</strong> modifications due to the chang<strong>in</strong>g<br />
nature of <strong>in</strong>ternational politics <strong>and</strong> U.S.-<strong>Ch<strong>in</strong>a</strong> relations).<br />
Zoellick did not jo<strong>in</strong> those who regretted that<br />
U.S. <strong>in</strong>tegration policy turned <strong>Ch<strong>in</strong>a</strong> <strong>in</strong>to a threaten<strong>in</strong>g<br />
“800-pound gorilla.” Instead, he quoted Secretary<br />
of State Condoleezza Rice as say<strong>in</strong>g that “the <strong>United</strong><br />
<strong>States</strong> welcomes a confident, peaceful, <strong>and</strong> prosperous<br />
<strong>Ch<strong>in</strong>a</strong>, one that appreciates that its growth <strong>and</strong> development<br />
depends on constructive connections with the<br />
rest of the world.” At the same time, he urged <strong>Ch<strong>in</strong>a</strong><br />
to become a responsible stakeholder <strong>in</strong> this system.<br />
Zoellick po<strong>in</strong>ted out that <strong>Ch<strong>in</strong>a</strong>’s quest for peaceful<br />
development had <strong>in</strong>ternal <strong>and</strong> external requirements.<br />
Internally, although the Ch<strong>in</strong>ese leaders’ priority was<br />
underst<strong>and</strong>ably economic development, they must<br />
take measures to modernize <strong>Ch<strong>in</strong>a</strong>’s political system,<br />
without which <strong>Ch<strong>in</strong>a</strong> could not have a susta<strong>in</strong>able<br />
peaceful condition for its ambitious mission. Externally,<br />
<strong>Ch<strong>in</strong>a</strong> must work with the <strong>United</strong> <strong>States</strong> <strong>and</strong> other<br />
lead<strong>in</strong>g nations to create <strong>and</strong> ma<strong>in</strong>ta<strong>in</strong> an environment<br />
for all to develop peacefully. This cooperation would<br />
require that <strong>Ch<strong>in</strong>a</strong> share common <strong>in</strong>terests, <strong>and</strong> more<br />
importantly, fundamental values with the <strong>United</strong><br />
<strong>States</strong> <strong>and</strong> the other lead<strong>in</strong>g nations. Cooperation on a<br />
