<strong>The</strong> People’s Liberation Army (PLA) is pursu<strong>in</strong>g<br />

comprehensive transformation from a mass army designed<br />

for protracted wars of attrition on its territory<br />

to one capable of fight<strong>in</strong>g <strong>and</strong> w<strong>in</strong>n<strong>in</strong>g short-duration,<br />

high-<strong>in</strong>tensity conflicts along its periphery aga<strong>in</strong>st<br />

high-tech adversaries—an approach that <strong>Ch<strong>in</strong>a</strong> refers<br />

to as prepar<strong>in</strong>g for “local wars under conditions of <strong>in</strong>formatization.”<br />

<strong>The</strong> pace <strong>and</strong> scope of <strong>Ch<strong>in</strong>a</strong>’s military<br />

transformation have <strong>in</strong>creased <strong>in</strong> recent years, fueled<br />

by acquisition of advanced foreign weapons, cont<strong>in</strong>ued<br />

high rates of <strong>in</strong>vestment <strong>in</strong> its domestic defense<br />

<strong>and</strong> science <strong>and</strong> technology <strong>in</strong>dustries, <strong>and</strong> far-reach<strong>in</strong>g<br />

organizational <strong>and</strong> doctr<strong>in</strong>al reforms of the armed<br />

forces. <strong>Ch<strong>in</strong>a</strong>’s ability to susta<strong>in</strong> military power at a<br />

distance rema<strong>in</strong>s limited, but its armed forces cont<strong>in</strong>ue<br />

to develop <strong>and</strong> field disruptive military technologies,<br />

<strong>in</strong>clud<strong>in</strong>g those for anti-access/area-denial, as well as<br />

for nuclear, space, <strong>and</strong> cyber warfare, that are chang<strong>in</strong>g<br />

regional military balances <strong>and</strong> that have implications<br />

beyond the Asia-Pacific region. 225<br />

As of 2011, <strong>Ch<strong>in</strong>a</strong> is second to the <strong>United</strong> <strong>States</strong> <strong>in</strong><br />

many areas of military power such as defense spend<strong>in</strong>g;<br />

aerial-based weapons, ballistic, <strong>and</strong> cruise missile<br />

programs; naval combatant, submar<strong>in</strong>e, <strong>and</strong> amphibious<br />

warfare ships; <strong>and</strong> l<strong>and</strong>-based capabilities.<br />

In 2007, <strong>Ch<strong>in</strong>a</strong> became the third nation (<strong>in</strong> addition<br />

to the <strong>United</strong> <strong>States</strong> <strong>and</strong> Soviet Union/Russia) to test<br />

its anti-satellite capability. Earlier <strong>in</strong> 2011, <strong>Ch<strong>in</strong>a</strong> also<br />

test-flew its advanced stealthy fighter jet, the J-20 (an<br />

ostensible matchup to the U.S. F-22), <strong>and</strong> then <strong>in</strong> mid-<br />

2011 speculation spread that <strong>Ch<strong>in</strong>a</strong> would soon testsail<br />

its first aircraft carrier (the Soviet-built Varyag). 226<br />
