term remedy to this problem. As the <strong>United</strong><br />

<strong>States</strong> <strong>and</strong> <strong>Ch<strong>in</strong>a</strong> cont<strong>in</strong>ue to agonize over the<br />

power transition <strong>in</strong> the years ahead, this “grassroots”<br />

effort <strong>and</strong> <strong>in</strong>vestment will allow the two<br />

militaries to learn about each other’s pr<strong>in</strong>ciples<br />

<strong>and</strong> operational codes; it will pay valuable dividends<br />

that the current ad hoc <strong>and</strong> on-<strong>and</strong>-off<br />

mil-to-mil contacts can never produce.<br />

• Although <strong>Ch<strong>in</strong>a</strong> is one of the oldest civilizations<br />

<strong>in</strong> the world, it is still a develop<strong>in</strong>g nation<br />

<strong>and</strong> has many unsettled “nation-build<strong>in</strong>g” issues,<br />

such as its avowed mission to reunite with<br />

Taiwan, settlement of the East <strong>and</strong> South <strong>Ch<strong>in</strong>a</strong><br />

Sea disputed territories <strong>and</strong> ocean <strong>in</strong>terests,<br />

<strong>and</strong> harmoniz<strong>in</strong>g its relations with the people<br />

of Tibet <strong>and</strong> X<strong>in</strong>jiang <strong>in</strong>side <strong>and</strong> outside of<br />

<strong>Ch<strong>in</strong>a</strong>. This analysis has shown that the <strong>United</strong><br />

<strong>States</strong> does not see eye-to-eye with the Ch<strong>in</strong>ese<br />

leaders on these so-called Ch<strong>in</strong>ese core <strong>in</strong>terests;<br />

however, it also suggests that the <strong>United</strong><br />

<strong>States</strong> should ma<strong>in</strong>ta<strong>in</strong> its role as a keeper of order<br />

<strong>and</strong> justice <strong>in</strong> the Western Pacific <strong>and</strong> try to<br />

avoid becom<strong>in</strong>g a directly-<strong>in</strong>volved disput<strong>in</strong>g<br />

party to <strong>Ch<strong>in</strong>a</strong>’s claimed core <strong>in</strong>terests. This is<br />

especially the case with respect to <strong>Ch<strong>in</strong>a</strong>’s territorial<br />

dispute with Japan <strong>in</strong> the East <strong>Ch<strong>in</strong>a</strong> Sea<br />

<strong>and</strong> disputes with the Southeast Asia nations <strong>in</strong><br />

the South <strong>Ch<strong>in</strong>a</strong> Sea.<br />

• In addition to the above, the <strong>United</strong> <strong>States</strong> <strong>and</strong><br />

<strong>Ch<strong>in</strong>a</strong> also have a thorny issue <strong>in</strong> the Korean<br />

Pen<strong>in</strong>sula. For decades, the <strong>United</strong> <strong>States</strong> has<br />

mostly treated the North Korea problem as a<br />

military issue <strong>and</strong> responded to many of North<br />

Korea’s provocative acts with military countermeasures.<br />

<strong>Ch<strong>in</strong>a</strong>, however, while ostensibly<br />

try<strong>in</strong>g to persuade North Korea to control its<br />
