In this monograph, Dr. David Lai offers an engag<strong>in</strong>g<br />

discussion of these questions <strong>and</strong> others. His<br />

analysis addresses issues that trouble U.S. as well as<br />

Ch<strong>in</strong>ese leaders. Dr. Lai has taken pa<strong>in</strong>stak<strong>in</strong>g care to<br />

put the conflict<strong>in</strong>g positions <strong>in</strong> perspective, most notably<br />

present<strong>in</strong>g the orig<strong>in</strong>s of the conflicts, highlight<strong>in</strong>g<br />

the conflict<strong>in</strong>g parties’ key oppos<strong>in</strong>g positions (by<br />

cit<strong>in</strong>g their primary or orig<strong>in</strong>al sources), <strong>and</strong> po<strong>in</strong>t<strong>in</strong>g<br />

out the stalemates. His <strong>in</strong>tent is to rem<strong>in</strong>d U.S.,<br />

as well as Ch<strong>in</strong>ese, leaders of the complicated nature<br />

of U.S.-<strong>Ch<strong>in</strong>a</strong> relations, dur<strong>in</strong>g a power transition <strong>and</strong><br />

to encourage them to look at the exist<strong>in</strong>g conflicts <strong>in</strong><br />

this new light. He also <strong>in</strong>tends for the analysis to help<br />

the two nations’ leaders look beyond their parochial<br />

positions <strong>and</strong> take constructive measures to manage<br />

this complicated process—one that will affect future<br />

<strong>in</strong>ternational relations <strong>in</strong> sem<strong>in</strong>al ways.<br />
