a new naval base on Ha<strong>in</strong>an Isl<strong>and</strong> focus<strong>in</strong>g on the<br />
South <strong>Ch<strong>in</strong>a</strong> Sea <strong>and</strong> has been mak<strong>in</strong>g efforts to exp<strong>and</strong><br />
its naval power eventually to a blue-water navy.<br />
In addition to the above, <strong>Ch<strong>in</strong>a</strong> is also mak<strong>in</strong>g efforts<br />
to prevent the <strong>in</strong>volvement of the <strong>United</strong> <strong>States</strong> <strong>in</strong><br />
these disputes. Throughout the years, <strong>Ch<strong>in</strong>a</strong> has been<br />
very suspicious <strong>and</strong> sensitive to the U.S. position on<br />
the South <strong>Ch<strong>in</strong>a</strong> Sea disputes. 124 <strong>The</strong> Ch<strong>in</strong>ese blamed<br />
the <strong>United</strong> <strong>States</strong> for mak<strong>in</strong>g the sovereignty of the<br />
South <strong>Ch<strong>in</strong>a</strong> Sea open for dispute at the San Francisco<br />
peace conference <strong>in</strong> 1951. <strong>The</strong>y were also upset with<br />
the <strong>United</strong> <strong>States</strong> freely us<strong>in</strong>g the South <strong>Ch<strong>in</strong>a</strong> Sea<br />
to wage the Vietnam War (transport<strong>in</strong>g forces <strong>and</strong><br />
launch<strong>in</strong>g air <strong>and</strong> naval attacks on Vietnam), ignor<strong>in</strong>g<br />
<strong>Ch<strong>in</strong>a</strong>’s claim <strong>and</strong> protests, <strong>and</strong> mak<strong>in</strong>g Southeast<br />
Asia <strong>and</strong> the South <strong>Ch<strong>in</strong>a</strong> Sea one of the three “anti-communism<br />
breakwaters” <strong>in</strong> the Western Pacific<br />
dur<strong>in</strong>g the early years of the Cold War (through the<br />
Southeast Asia Treaty Organization [SEATO]; the other<br />
two are the U.S.-Japan <strong>and</strong> Korea alliances <strong>and</strong> the<br />
U.S.-ROC [Taiwan] defense pact). 125<br />
<strong>The</strong> Ch<strong>in</strong>ese were “grateful,” however, when the<br />
<strong>United</strong> <strong>States</strong> took a “h<strong>and</strong>s off” st<strong>and</strong> on the South<br />
<strong>Ch<strong>in</strong>a</strong> Sea disputes follow<strong>in</strong>g its rapprochement with<br />
<strong>Ch<strong>in</strong>a</strong> <strong>in</strong> 1972. For <strong>in</strong>stance, the <strong>United</strong> <strong>States</strong> turned<br />
a “bl<strong>in</strong>d eye” to <strong>Ch<strong>in</strong>a</strong>’s military operation aga<strong>in</strong>st<br />
Vietnam <strong>in</strong> 1974 (<strong>Ch<strong>in</strong>a</strong>-Vietnam naval clash over the<br />
Paracels), 1979 (<strong>Ch<strong>in</strong>a</strong>-Vietnam Border War), <strong>and</strong> 1988<br />
(<strong>Ch<strong>in</strong>a</strong>-Vietnam naval clash over the Spratlys).<br />
But they got upset aga<strong>in</strong> when the <strong>United</strong> <strong>States</strong><br />
took issue with <strong>Ch<strong>in</strong>a</strong>’s military clash with the Philipp<strong>in</strong>es<br />
<strong>in</strong> 1994, warned of <strong>Ch<strong>in</strong>a</strong>’s “creep<strong>in</strong>g encroachment”<br />
of the South <strong>Ch<strong>in</strong>a</strong> Sea territory, <strong>and</strong> h<strong>in</strong>ted<br />
that the U.S.-Filip<strong>in</strong>o defense treaty would cover the<br />
