turns <strong>in</strong> the U.S.-<strong>Ch<strong>in</strong>a</strong> relations are disturb<strong>in</strong>g. Henry<br />
Kiss<strong>in</strong>ger, perhaps the only surviv<strong>in</strong>g architect of the<br />
U.S.-<strong>Ch<strong>in</strong>a</strong> relations we know of today, was undoubtedly<br />
concerned. “Avoid<strong>in</strong>g a U.S.-<strong>Ch<strong>in</strong>a</strong> Cold War”<br />
was his disquiet<strong>in</strong>g call. 211 <strong>The</strong>se concerns eventually<br />
required highest-level attention <strong>and</strong> forced the two<br />
governments to turn Ch<strong>in</strong>ese President Hu J<strong>in</strong>tao’s<br />
long-delayed goodwill visit to the <strong>United</strong> <strong>States</strong> <strong>in</strong>to a<br />
“presidential conflict management workshop” <strong>in</strong> January<br />
2011. However, this presidential meet<strong>in</strong>g clearly<br />
had not made much progress. Although the two presidents<br />
listed 20-plus important areas where the <strong>United</strong><br />
<strong>States</strong> <strong>and</strong> <strong>Ch<strong>in</strong>a</strong> could cooperate, they nevertheless<br />
could not reach agreement on the two nations’ core<br />
national <strong>in</strong>terests. <strong>The</strong> oppos<strong>in</strong>g st<strong>and</strong>s are clearly<br />
evident <strong>in</strong> the jo<strong>in</strong>t statement follow<strong>in</strong>g the meet<strong>in</strong>g.<br />
<strong>The</strong> two differ<strong>in</strong>g statements below cannot be any<br />
more disagreeable. <strong>The</strong>y rem<strong>in</strong>d us of the terms <strong>in</strong> the<br />
Shanghai Communiqué of 1972 <strong>in</strong> which the <strong>United</strong><br />
<strong>States</strong> <strong>and</strong> <strong>Ch<strong>in</strong>a</strong> awkwardly agreed to disagree.<br />
<strong>The</strong> <strong>United</strong> <strong>States</strong> stressed that the promotion of human<br />
rights <strong>and</strong> democracy is an important part of its<br />
foreign policy. <strong>Ch<strong>in</strong>a</strong> stressed that there should be no<br />
<strong>in</strong>terference <strong>in</strong> any country’s <strong>in</strong>ternal affairs. 212<br />
<strong>Ch<strong>in</strong>a</strong> has long held that the <strong>United</strong> <strong>States</strong> uses<br />
promotion of democracy as a pretext to advance its <strong>in</strong>terests.<br />
In this Obama-Hu “workshop,” <strong>Ch<strong>in</strong>a</strong> apparently<br />
took the U.S. <strong>in</strong>sistence on its policy to promote<br />
human rights <strong>and</strong> democracy <strong>in</strong> <strong>Ch<strong>in</strong>a</strong> as another U.S.<br />
disregard of <strong>Ch<strong>in</strong>a</strong>’s core <strong>in</strong>terest (an attack on Dai<br />
B<strong>in</strong>gguo’s first po<strong>in</strong>t about <strong>Ch<strong>in</strong>a</strong>’s political system)<br />
<strong>and</strong> therefore fought back. Kiss<strong>in</strong>ger was quick to<br />
po<strong>in</strong>t out that “if the <strong>United</strong> <strong>States</strong> bases its approach<br />
