Indeed, the current fight over these isl<strong>and</strong>s came<br />

<strong>in</strong>itially out of the two nations’ reaction to the speculation<br />

that the East <strong>Ch<strong>in</strong>a</strong> Sea had large fossil deposits<br />

146 <strong>and</strong> the expectation that the possession of those<br />

isl<strong>and</strong>s lends strength to a claim to a sizeable portion<br />

of the undersea natural resources (accord<strong>in</strong>g to one<br />

study, the area is about 20,000 square nm 147 ). In fact,<br />

Japan’s median l<strong>in</strong>e delimitation was based on its assertion<br />

that those isl<strong>and</strong>s belonged to Japan; <strong>and</strong> the<br />

isl<strong>and</strong>s were entitled to have EEZ <strong>and</strong> cont<strong>in</strong>ental<br />

shelf as well. If <strong>Ch<strong>in</strong>a</strong> were to “recover” the Diaoyu/<br />

Senkaku Isl<strong>and</strong>s <strong>and</strong> had its way on the extended cont<strong>in</strong>ental<br />

shelf, <strong>Ch<strong>in</strong>a</strong> would have that valuable asset<br />

<strong>in</strong>stead (see Figure 4-5 aga<strong>in</strong>). This is a fight neither<br />

side can afford to give up.<br />

But the political reasons for the two nations’ fight<br />

over those isl<strong>and</strong>s are equally significant. <strong>Ch<strong>in</strong>a</strong> <strong>and</strong><br />

Japan are battl<strong>in</strong>g over those isl<strong>and</strong>s for their unsettled<br />

past, as well as for their unfold<strong>in</strong>g future—both<br />

want to be great maritime powers; <strong>and</strong> the fight over<br />

their maritime boundary <strong>and</strong> the possession of those<br />

isl<strong>and</strong>s thus is a test case on their ambitions. Moreover,<br />

it is not only a fight for <strong>Ch<strong>in</strong>a</strong>, but also a fight<br />

with the <strong>United</strong> <strong>States</strong> over its alleged role <strong>in</strong> creat<strong>in</strong>g<br />

this dispute between <strong>Ch<strong>in</strong>a</strong> <strong>and</strong> Japan, its commitment<br />

to support Japan if <strong>Ch<strong>in</strong>a</strong> <strong>and</strong> Japan were to<br />

use force aga<strong>in</strong>st each other over those isl<strong>and</strong>s, <strong>and</strong> a<br />

test of strength between <strong>Ch<strong>in</strong>a</strong> <strong>and</strong> the <strong>United</strong> <strong>States</strong><br />

<strong>in</strong> their power transition process. <strong>The</strong> stakes are high.<br />

<strong>The</strong> dispute is <strong>in</strong>tractable. <strong>The</strong> follow<strong>in</strong>g is a list of the<br />

oppos<strong>in</strong>g arguments. 148<br />

• <strong>Ch<strong>in</strong>a</strong> holds that Ch<strong>in</strong>ese were the first to discover<br />

those isl<strong>and</strong>s <strong>and</strong> used them as a navigation<br />

reference for centuries; Ch<strong>in</strong>ese fishermen<br />

came to the area around the isl<strong>and</strong>s regularly;<br />
