territory; <strong>and</strong> the other is the preference of effective<br />

control over historical claims. For <strong>in</strong>stance, we have<br />

been argu<strong>in</strong>g that these isl<strong>and</strong>s have been ours s<strong>in</strong>ce<br />

antiquity; these words are hollow; what really counts<br />

is your actual control <strong>and</strong> effective management. <strong>Ch<strong>in</strong>a</strong>’s<br />

mar<strong>in</strong>e surveillance <strong>and</strong> law enforcement patrol<br />

must make its presence <strong>in</strong> the disputed area <strong>and</strong> establish<br />

records of effective control.” 156<br />

Sun’s remarks are <strong>Ch<strong>in</strong>a</strong>’s battle cry. <strong>Ch<strong>in</strong>a</strong>’s actions<br />

are already underway. <strong>The</strong> Ch<strong>in</strong>ese SOA made<br />

the debut of its control <strong>and</strong> adm<strong>in</strong>istration mission<br />

on the Diaoyu/Senkaku Isl<strong>and</strong>s <strong>in</strong> December 2008.<br />

<strong>The</strong> Ch<strong>in</strong>ese celebrated this first successful operation.<br />

Two Ch<strong>in</strong>ese mar<strong>in</strong>e surveillance <strong>and</strong> law enforcement<br />

vessels caught the Japanese defense force off<br />

guard. <strong>The</strong>y broke <strong>in</strong>to the Japanese-guarded 12 nm<br />

zone around the Diaoyu/Senkaku Isl<strong>and</strong>s <strong>and</strong> stayed<br />

there for about 8 hours. 157 A Ch<strong>in</strong>ese Foreign M<strong>in</strong>istry<br />

spokesman dismissed Japan’s protest, say<strong>in</strong>g that<br />

“<strong>Ch<strong>in</strong>a</strong> does not see its normal surveillance <strong>and</strong> law<br />

enforcement activities <strong>in</strong> its maritime territory ‘provocative;’<br />

<strong>and</strong> <strong>Ch<strong>in</strong>a</strong> will decide when to send these<br />

vessels to the Diaoyu/Senkaku Isl<strong>and</strong>s aga<strong>in</strong> on its<br />

own terms.” 158 S<strong>in</strong>ce then, <strong>Ch<strong>in</strong>a</strong>’s mar<strong>in</strong>e surveillance<br />

ships have made many more “visits” to the Diaoyu/<br />

Senkaku Isl<strong>and</strong>s. <strong>The</strong> SOA has stated that it would<br />

turn these “visits” <strong>in</strong>to regular official duties (常态化<br />

定期巡航) for the Mar<strong>in</strong>e Surveillance Fleet. 159<br />

<strong>The</strong> Ch<strong>in</strong>ese have noted that at this po<strong>in</strong>t that its<br />

mar<strong>in</strong>e surveillance <strong>and</strong> law enforcement fleet is still<br />

much smaller than that of Japan. <strong>The</strong> Ch<strong>in</strong>ese government<br />

has specified <strong>in</strong> its recently released 12th<br />

Five-Year Plan that it would turn this force <strong>in</strong>to a for-<br />
