most of the CCP’s political changes are “crisis driven” <strong>and</strong> “piecemeal.”<br />
<strong>The</strong>re is no gr<strong>and</strong> design for a political modernization <strong>in</strong><br />

party gets to form the cab<strong>in</strong>et. For most of the time <strong>in</strong> the post-<br />
World War II era, Japan’s Liberal Democratic Party (LDP) has been<br />
the majority party <strong>in</strong> the Japanese Diet (parliament) <strong>and</strong> ruled Japan<br />
accord<strong>in</strong>gly. <strong>The</strong> difference between the Japanese LDP <strong>and</strong><br />
the Ch<strong>in</strong>ese CCP is the two parties’ embracement (<strong>in</strong> the case of<br />
Japan) <strong>and</strong> dismissal (on the Ch<strong>in</strong>ese part) of the democratic values<br />
<strong>and</strong> operat<strong>in</strong>g mechanisms. <strong>The</strong>re is a large literature on the<br />
Japanese “one-party-rule democracy.” <strong>The</strong>re are also publications<br />
<strong>in</strong> Ch<strong>in</strong>ese about Japan be<strong>in</strong>g a possible model for <strong>Ch<strong>in</strong>a</strong>. This<br />
analysis contends that the CCP has a good chance to follow the<br />
footsteps of Japan to evolve <strong>in</strong>to a Japanese-like political system.<br />
