1978 dur<strong>in</strong>g his visit to Japan. It was orig<strong>in</strong>ally proposed to deal<br />

with the <strong>Ch<strong>in</strong>a</strong>-Japan dispute on the Diaoyu/Senkaku Isl<strong>and</strong>s<br />

this policy to deal with the South <strong>Ch<strong>in</strong>a</strong> Sea territorial disputes<br />

<strong>and</strong> to <strong>Ch<strong>in</strong>a</strong>’s other territorial disputes as well. <strong>The</strong> <strong>Ch<strong>in</strong>a</strong>-India<br />

border dispute is a case <strong>in</strong> po<strong>in</strong>t. Deng Xiaop<strong>in</strong>g’s talk about this<br />

policy is recorded <strong>in</strong> the “Speech at the Third Plenary Session of<br />

the Central Advisory Commission of the Communist Party of<br />

<strong>Ch<strong>in</strong>a</strong>,” Selected Works of Deng Xiaop<strong>in</strong>g, Vol. III, October 22, 1984.<br />

Ch<strong>in</strong>ese leaders advocated this policy at various important occasions.<br />

For example, Li Peng (李鹏), the Ch<strong>in</strong>ese Premier, made<br />

the follow<strong>in</strong>g remarks dur<strong>in</strong>g his visit to Southeast Asia, “Nansha<br />

[Spratly] Isl<strong>and</strong>s historically belong to <strong>Ch<strong>in</strong>a</strong>. However, we have<br />

patience on this issue. We will wait for the appropriate time to<br />

resolve it. At the moment, we can set it aside. It should not affect<br />

<strong>Ch<strong>in</strong>a</strong> improv<strong>in</strong>g relations with those disputant nations.” Answer<br />
