the Q<strong>in</strong>g started to rock the dynasty from below. On<br />

October 10, 1911, the revolutionaries <strong>in</strong> central <strong>Ch<strong>in</strong>a</strong><br />

staged the Wuchang Armed Upris<strong>in</strong>g (武昌起义),<br />

proclaim<strong>in</strong>g the end of Q<strong>in</strong>g <strong>and</strong> the beg<strong>in</strong>n<strong>in</strong>g of the<br />

ROC, sett<strong>in</strong>g off a cha<strong>in</strong> defection of the prov<strong>in</strong>ces<br />

from the Q<strong>in</strong>g. October 10 is observed <strong>in</strong> ma<strong>in</strong>l<strong>and</strong><br />

<strong>Ch<strong>in</strong>a</strong> as the beg<strong>in</strong>n<strong>in</strong>g of the ROC; it is the National<br />

Day <strong>in</strong> Taiwan because the ROC government is still<br />

there. (Taiwan <strong>and</strong> cross-Taiwan Strait relations will<br />

be discussed <strong>in</strong> later sections.)<br />

On January 1, 1912, an ROC <strong>in</strong>terim government<br />

was established <strong>in</strong> Nanj<strong>in</strong>g (南京). Sun Yat-sen was<br />

elected its provisional president. One month later, the<br />

Q<strong>in</strong>g Emperor abdicated its rule. <strong>The</strong> Q<strong>in</strong>g Dynasty<br />

was history.<br />

1911-1949: Deadly Contests for the Fate of <strong>Ch<strong>in</strong>a</strong>.<br />

With the downfall of the Q<strong>in</strong>g Dynasty <strong>and</strong> <strong>Ch<strong>in</strong>a</strong>’s<br />

2,000-plus-year-old dynastic order, the Ch<strong>in</strong>ese<br />

leaders had an opportunity to start <strong>Ch<strong>in</strong>a</strong>’s modernization<br />

mission anew. Unfortunately, they consumed<br />

much of their energy through “<strong>in</strong>-house” fights (窝里<br />

斗)—fight<strong>in</strong>g among the Ch<strong>in</strong>ese themselves for the<br />

control of <strong>Ch<strong>in</strong>a</strong>. 16 <strong>The</strong> opportunity for <strong>Ch<strong>in</strong>a</strong>’s modernization<br />

slipped away.<br />

<strong>The</strong> key stumbl<strong>in</strong>g block was the failure to establish<br />

a function<strong>in</strong>g modern government <strong>and</strong> consolidate<br />

the nation to work for modernization. Sun<br />

Yat-sen <strong>in</strong>itially wanted to build a new <strong>Ch<strong>in</strong>a</strong> as a federalist<br />

union like the <strong>United</strong> <strong>States</strong>. 17 Yet his <strong>in</strong>terim<br />

government did not have the power to comm<strong>and</strong> the<br />

warlord-divided nation to act as directed. And only a<br />

few weeks <strong>in</strong>to his presidency, Sun also had to give up<br />

his presidency <strong>and</strong> turn it over to Yuan Shikai (袁世<br />
