Article 3:<br />

Japan will concur <strong>in</strong> any proposal of the <strong>United</strong><br />

<strong>States</strong> to the <strong>United</strong> Nations to place under its trusteeship<br />

system, with the <strong>United</strong> <strong>States</strong> as the sole adm<strong>in</strong>ister<strong>in</strong>g<br />

authority, Nansei Shoto south of 29 deg. North<br />

latitude (<strong>in</strong>clud<strong>in</strong>g the Ryukyu Isl<strong>and</strong>s <strong>and</strong> the Daito<br />

Isl<strong>and</strong>s), Nanpo Shoto south of Sofu Gan (<strong>in</strong>clud<strong>in</strong>g<br />

the Bon<strong>in</strong> Isl<strong>and</strong>s, Rosario Isl<strong>and</strong> <strong>and</strong> the Volcano Isl<strong>and</strong>s)<br />

<strong>and</strong> Parece Vela <strong>and</strong> Marcus Isl<strong>and</strong>. Pend<strong>in</strong>g<br />

the mak<strong>in</strong>g of such a proposal <strong>and</strong> affirmative action<br />

thereon, the <strong>United</strong> <strong>States</strong> will have the right to exercise<br />

all <strong>and</strong> any powers of adm<strong>in</strong>istration, legislation<br />

<strong>and</strong> jurisdiction over the territory <strong>and</strong> <strong>in</strong>habitants of<br />

these isl<strong>and</strong>s, <strong>in</strong>clud<strong>in</strong>g their territorial waters.<br />

1. Neither the Republic of <strong>Ch<strong>in</strong>a</strong> <strong>in</strong> Taiwan nor the People’s<br />

Republic of <strong>Ch<strong>in</strong>a</strong> <strong>in</strong> ma<strong>in</strong>l<strong>and</strong> <strong>Ch<strong>in</strong>a</strong> were <strong>in</strong>vited because of the<br />

Ch<strong>in</strong>ese Civil War <strong>and</strong> the controversy over which government<br />

was the legitimate representative of <strong>Ch<strong>in</strong>a</strong>. Fifty-one nations attended<br />

the conference, but 48 nations signed the treaty at San<br />

Francisco on September 8, 1951, the Soviet Union, Czechoslovakia,<br />
