of all of the Spratly isl<strong>and</strong>s. Its claim puts Vietnam <strong>in</strong><br />

dispute with <strong>Ch<strong>in</strong>a</strong>, Taiwan, <strong>and</strong> its Southeast Asian<br />

neighbors, Malaysia, Brunei, <strong>and</strong> the Philipp<strong>in</strong>es.<br />

<strong>Ch<strong>in</strong>a</strong> was upset with the other claimants’ rush to<br />

take possession of the South <strong>Ch<strong>in</strong>a</strong> Sea isl<strong>and</strong>s. It used<br />

force aga<strong>in</strong>st Vietnam <strong>in</strong> 1974 to “rega<strong>in</strong>” control of<br />

the key parts of the Paracel isl<strong>and</strong> group, <strong>and</strong> aga<strong>in</strong> <strong>in</strong><br />

1988 to fight for the isl<strong>and</strong>s <strong>in</strong> the Spratly area. <strong>The</strong>re<br />

have also been armed conflicts between <strong>Ch<strong>in</strong>a</strong> <strong>and</strong> the<br />

Philipp<strong>in</strong>es over their disputed features.<br />

In the midst of the fight for territory <strong>in</strong> the South<br />

<strong>Ch<strong>in</strong>a</strong> Sea, however, <strong>Ch<strong>in</strong>a</strong> launched its economic reform<br />

(<strong>in</strong> 1978). Its modernization mission dictated that<br />

<strong>Ch<strong>in</strong>a</strong> undertook measures to create an amicable <strong>in</strong>ternal<br />

<strong>and</strong> external environment. <strong>The</strong> most important<br />

of <strong>Ch<strong>in</strong>a</strong>’s external requirements was to promote a<br />

constructive relationship with the <strong>United</strong> <strong>States</strong> (U.S.<br />

<strong>in</strong>vestments, markets, <strong>and</strong> cooperation <strong>in</strong> practically<br />

all areas were <strong>in</strong>strumental for <strong>Ch<strong>in</strong>a</strong> to get started<br />

with its economic reform <strong>and</strong> development; Robert<br />

Zoellick was right to claim credit for the <strong>United</strong> <strong>States</strong><br />

<strong>in</strong> his “responsible stakeholder” speech discussed earlier).<br />

<strong>Ch<strong>in</strong>a</strong>’s second external priority was to mend fences<br />

with its neighbors. A major part of <strong>Ch<strong>in</strong>a</strong>’s problems<br />

with its neighbors was territorial disputes. Know<strong>in</strong>g<br />

that territorial disputes were difficult to settle but refus<strong>in</strong>g<br />

to let this st<strong>and</strong> <strong>in</strong> the way of its modernization<br />

mission, <strong>Ch<strong>in</strong>a</strong> proposed to its neighbors <strong>in</strong> the early<br />

1980s a policy of “shelv<strong>in</strong>g the disputes <strong>and</strong> mov<strong>in</strong>g<br />

on to promote jo<strong>in</strong>t development of natural resources<br />

at the disputed areas (搁置争议, 共同开发).” 114<br />

<strong>Ch<strong>in</strong>a</strong>’s efforts brought it an extended period of<br />

relative peace <strong>and</strong> stability <strong>in</strong> its surround<strong>in</strong>g areas.<br />

<strong>Ch<strong>in</strong>a</strong> was able to normalize relations with all its<br />
