• to declare that peace <strong>and</strong> stability <strong>in</strong> the area<br />

are <strong>in</strong> the political, security, <strong>and</strong> economic <strong>in</strong>terests<br />

of the <strong>United</strong> <strong>States</strong>, <strong>and</strong> are matters of<br />

<strong>in</strong>ternational concern;<br />

• to make clear that the <strong>United</strong> <strong>States</strong> decision<br />

to establish diplomatic relations with the PRC<br />

rests upon the expectation that the future of Taiwan<br />

will be determ<strong>in</strong>ed by peaceful means;<br />

• to consider any effort to determ<strong>in</strong>e the future<br />

of Taiwan by other than peaceful means, <strong>in</strong>clud<strong>in</strong>g<br />

by boycotts or embargoes, a threat to the<br />

peace <strong>and</strong> security of the Western Pacific area <strong>and</strong> of<br />

grave concern to the <strong>United</strong> <strong>States</strong>;<br />

• to provide Taiwan with arms of a defensive character;<br />

<strong>and</strong>,<br />

• to ma<strong>in</strong>ta<strong>in</strong> the capacity of the <strong>United</strong> <strong>States</strong><br />

to resist any resort to force or other forms of<br />

coercion that would jeopardize the security, or<br />

the social or economic system, of the people on<br />

Taiwan (italic emphasis added). 73<br />

Ma<strong>in</strong>l<strong>and</strong> Ch<strong>in</strong>ese hate the TRA, for it reiterates<br />

the U.S. view that Taiwan’s status is undeterm<strong>in</strong>ed;<br />

def<strong>in</strong>es what the Beij<strong>in</strong>g government deems rightful<br />

measures, especially the use of force, as “grave concern”<br />

to the <strong>United</strong> <strong>States</strong>; cont<strong>in</strong>ues the provision of<br />

arms to Taiwan; <strong>and</strong> promises U.S. military <strong>in</strong>tervention<br />

if <strong>Ch<strong>in</strong>a</strong> were to use force to coerce Taiwan. Ch<strong>in</strong>ese<br />

denounce the TRA, argu<strong>in</strong>g that it is a U.S. law<br />

<strong>and</strong> should have no <strong>in</strong>ternational st<strong>and</strong><strong>in</strong>g. However,<br />

this law reflects the will <strong>and</strong> position of the superpower.<br />

Ch<strong>in</strong>ese leaders underst<strong>and</strong> that it will be at their<br />

own peril if they ignore it.<br />

Ch<strong>in</strong>ese leaders nevertheless regretted their compromise<br />
