of their naturally extended underwater cont<strong>in</strong>ental<br />

shelves. <strong>The</strong>se new developments prompted<br />

the South <strong>Ch<strong>in</strong>a</strong> Sea littoral nations to “scramble for<br />

effective occupation” of the isl<strong>and</strong>s <strong>in</strong> the South <strong>Ch<strong>in</strong>a</strong><br />

Sea. 112 This scramble for territory cont<strong>in</strong>ued well <strong>in</strong>to<br />

the 1990s <strong>and</strong> left the disputes over the South <strong>Ch<strong>in</strong>a</strong><br />

Sea isl<strong>and</strong>s as follows:<br />

• <strong>The</strong> Pratas Isl<strong>and</strong>s: completely occupied by<br />

Taiwan but disputed by <strong>Ch<strong>in</strong>a</strong>;<br />

• <strong>The</strong> Paracel Isl<strong>and</strong>s: mostly occupied by <strong>Ch<strong>in</strong>a</strong><br />

but disputed by Vietnam;<br />

• <strong>The</strong> Macclesfield Bank: disputed among <strong>Ch<strong>in</strong>a</strong>,<br />

Taiwan, <strong>and</strong> the Philipp<strong>in</strong>es;<br />

• <strong>The</strong> Scarborough Shoal: disputed among <strong>Ch<strong>in</strong>a</strong>,<br />

Taiwan, <strong>and</strong> the Philipp<strong>in</strong>es;<br />

• <strong>The</strong> Spratly Isl<strong>and</strong>s: disputed among <strong>Ch<strong>in</strong>a</strong>,<br />

Vietnam, Taiwan, the Philipp<strong>in</strong>es, Malaysia,<br />

<strong>and</strong> Brunei; of the more than 30,000 features,<br />

about 50 are considered to be isl<strong>and</strong>s; they are<br />

occupied by the follow<strong>in</strong>g disputants:<br />

— <strong>Ch<strong>in</strong>a</strong>: 6;<br />

— Vietnam: 29;<br />

— Malaysia: 5;<br />

— Philipp<strong>in</strong>es: 9;<br />

— Taiwan: 1;<br />

— Brunei, none, but has EEZ claims. 113<br />

In the face of these disputed claims, <strong>Ch<strong>in</strong>a</strong> cont<strong>in</strong>ues<br />

to hold that it is the owner of all the isl<strong>and</strong>s,<br />

reefs, <strong>and</strong> other features <strong>in</strong> the South <strong>Ch<strong>in</strong>a</strong> Sea <strong>and</strong><br />

accuses all others of “steal<strong>in</strong>g <strong>and</strong> occupy<strong>in</strong>g <strong>Ch<strong>in</strong>a</strong>’s<br />

territories (侵占与窃取中国领土).” Vietnam holds the<br />

second largest claim. In addition to disput<strong>in</strong>g <strong>Ch<strong>in</strong>a</strong><br />

over the Paracel isl<strong>and</strong>s, Vietnam claims ownership<br />
