Just as the world was experienc<strong>in</strong>g great political<br />
changes at the turn of the 1990s, Taiwan made its<br />
transition to democracy. <strong>The</strong> “eng<strong>in</strong>eer” of Taiwan’s<br />
democratic change, President Lee Teng-hui, was also<br />
push<strong>in</strong>g Taiwan toward de jure <strong>in</strong>dependence from<br />
ma<strong>in</strong>l<strong>and</strong> <strong>Ch<strong>in</strong>a</strong>. (S<strong>in</strong>ce its separation from ma<strong>in</strong>l<strong>and</strong><br />
<strong>Ch<strong>in</strong>a</strong> <strong>in</strong> 1949 follow<strong>in</strong>g <strong>Ch<strong>in</strong>a</strong>’s Civil War of 1946-49,<br />
Taiwan has ma<strong>in</strong>ta<strong>in</strong>ed a de facto <strong>in</strong>dependence.) Lee’s<br />
move had alerted the ma<strong>in</strong>l<strong>and</strong> Ch<strong>in</strong>ese leaders who<br />
ma<strong>in</strong>ta<strong>in</strong> that Taiwan is part of <strong>Ch<strong>in</strong>a</strong> <strong>and</strong> promise to<br />
keep it that way at all costs, <strong>in</strong>clud<strong>in</strong>g the use of force.<br />
In March 1996, Taiwan held its first-ever direct presidential<br />
election <strong>and</strong> the call for Taiwan <strong>in</strong>dependence<br />
was a divisive issue <strong>in</strong> this election. In an attempt to<br />
deter Taiwan’s pro-<strong>in</strong>dependence forces, <strong>Ch<strong>in</strong>a</strong> fired<br />
missiles near Taiwan (l<strong>and</strong><strong>in</strong>g <strong>in</strong> waters off the northern<br />
<strong>and</strong> southern tips of the isl<strong>and</strong>).<br />
<strong>The</strong> <strong>United</strong> <strong>States</strong> has been <strong>in</strong>volved <strong>in</strong> the <strong>Ch<strong>in</strong>a</strong>-<br />
Taiwan dispute s<strong>in</strong>ce its beg<strong>in</strong>n<strong>in</strong>g <strong>in</strong> 1949 <strong>and</strong> has<br />
made commitments to the defense of Taiwan first<br />
through the Mutual Defense Treaty of 1954 (when the<br />
<strong>United</strong> <strong>States</strong> held the ROC government <strong>in</strong> Taiwan<br />
as the legitimate government for the entire country<br />
of <strong>Ch<strong>in</strong>a</strong>) <strong>and</strong> then the Taiwan Relations Act of 1979<br />
(when the <strong>United</strong> <strong>States</strong> switched diplomatic recognition<br />
of <strong>Ch<strong>in</strong>a</strong> from Taipei to Beij<strong>in</strong>g). In an effort to<br />
prevent the Taiwan Strait crisis from escalat<strong>in</strong>g <strong>in</strong>to<br />
a large-scale military confrontation, the <strong>United</strong> <strong>States</strong><br />
sent two aircraft carrier battle groups to the troubled<br />
waters, stag<strong>in</strong>g the largest show of U.S. combat forces<br />
<strong>in</strong> the Western Pacific s<strong>in</strong>ce the end of World War II<br />
<strong>and</strong> <strong>in</strong>vok<strong>in</strong>g for the first time two of the U.S. commitments<br />
made <strong>in</strong> the Taiwan Relations Act (TRA) of<br />
1979. 34<br />
<strong>The</strong> crisis faded away, yet the consequences cont<strong>in</strong>ued<br />
to impact U.S.-<strong>Ch<strong>in</strong>a</strong> relations. <strong>The</strong> most serious<br />
