territorial claim on the other” <strong>and</strong> agreed to hold talks<br />
to f<strong>in</strong>alize a few rema<strong>in</strong><strong>in</strong>g border demarcations. 55<br />
This treaty, as one noted Ch<strong>in</strong>ese observer po<strong>in</strong>ted<br />
out, had <strong>in</strong> essence signed off <strong>Ch<strong>in</strong>a</strong>’s claim to about<br />
1.5 million square kilometers (roughly 579 thous<strong>and</strong><br />
square miles, see the circled area to <strong>Ch<strong>in</strong>a</strong>’s north <strong>in</strong><br />
Figure 4-2) of territory Russia took from the Q<strong>in</strong>g Dynasty<br />
<strong>in</strong> the 19th century under one of those so-called<br />
unequal treaties imposed on <strong>Ch<strong>in</strong>a</strong> by foreign powers.<br />
<strong>The</strong> size of this lost l<strong>and</strong> is about 40 times that of<br />
Taiwan. 56<br />
Why did <strong>Ch<strong>in</strong>a</strong> give up such a large claim for no<br />
tangible return from Russia yet refuse to let a t<strong>in</strong>y Taiwan<br />
go away? In many ways, <strong>Ch<strong>in</strong>a</strong>’s compromise <strong>in</strong><br />
the S<strong>in</strong>o-Russo treaty is to buy peace from Russia for<br />
<strong>Ch<strong>in</strong>a</strong>’s economic development <strong>and</strong> <strong>in</strong> case <strong>Ch<strong>in</strong>a</strong> has<br />
to use force aga<strong>in</strong>st Taiwan <strong>and</strong> consequently confront<br />
the <strong>United</strong> <strong>States</strong>, because of the U.S. commitment to<br />
Taiwan’s defense, Russia will not make trouble for<br />
<strong>Ch<strong>in</strong>a</strong> along the borders but <strong>in</strong>stead, will possibly<br />
lend support to <strong>Ch<strong>in</strong>a</strong>. Also, <strong>Ch<strong>in</strong>a</strong>’s long-lost northern<br />
territory is a scarcely-populated area with snow<br />
cover for much of the time <strong>in</strong> the year. <strong>The</strong>re is really<br />
not much the Ch<strong>in</strong>ese feel dear about.<br />
However, Taiwan is an entirely different story. <strong>The</strong><br />
isl<strong>and</strong> has a government that was once an arch enemy<br />
of the CCP. Before its defeat <strong>in</strong> 1949, this government<br />
sought the destruction of the CCP <strong>and</strong> had an on-<strong>and</strong>off<br />
civil war with the CCP for over 20 years. After it<br />
took shelter <strong>in</strong> Taiwan, this government cont<strong>in</strong>ued the<br />
unf<strong>in</strong>ished civil war with the CCP by wag<strong>in</strong>g overt<br />
<strong>and</strong> covert campaigns to reclaim the ma<strong>in</strong>l<strong>and</strong> <strong>and</strong><br />
fought aga<strong>in</strong>st the CCP for the legitimate representation<br />
of <strong>Ch<strong>in</strong>a</strong> <strong>in</strong> the <strong>in</strong>ternational community until<br />
