But put <strong>in</strong> the context of this recent tension between<br />

<strong>Ch<strong>in</strong>a</strong> <strong>and</strong> the <strong>United</strong> <strong>States</strong>, <strong>Ch<strong>in</strong>a</strong> clearly <strong>in</strong>terpreted<br />

at it as part of the Obama strategy to make new friends<br />

<strong>and</strong> a U.S. effort to form a U.S.-Vietnam “united front”<br />

aga<strong>in</strong>st <strong>Ch<strong>in</strong>a</strong>. <strong>The</strong> timely arrival of the George Wash<strong>in</strong>gton<br />

carrier strike group (immediately follow<strong>in</strong>g its<br />

jo<strong>in</strong>t exercises with South Korea <strong>in</strong> Northeast Asia)<br />

gave the Ch<strong>in</strong>ese solid evidence to support their views.<br />

<strong>The</strong> Ch<strong>in</strong>ese see that the <strong>United</strong> <strong>States</strong> is ab<strong>and</strong>on<strong>in</strong>g<br />

its half-hearted neutral st<strong>and</strong> <strong>and</strong> mov<strong>in</strong>g toward<br />

an active <strong>in</strong>volvement approach. 143 To the Ch<strong>in</strong>ese,<br />

this is like a nightmare come true—the last th<strong>in</strong>g they<br />

want to have is a confrontation with the <strong>United</strong> <strong>States</strong><br />

over the South <strong>Ch<strong>in</strong>a</strong> Sea disputes. Unfortunately,<br />

they see it becom<strong>in</strong>g a reality. By any account, these<br />

open <strong>and</strong> subtle exchanges constitute a def<strong>in</strong><strong>in</strong>g moment<br />

<strong>in</strong> the U.S.-<strong>Ch<strong>in</strong>a</strong> power transition. South <strong>Ch<strong>in</strong>a</strong><br />

Sea disputes have also become a complicated part of<br />

this contentious process between <strong>Ch<strong>in</strong>a</strong> <strong>and</strong> the <strong>United</strong><br />

<strong>States</strong>. <strong>The</strong> Ch<strong>in</strong>ese believe that this development<br />

is <strong>in</strong>evitable <strong>and</strong> beyond <strong>Ch<strong>in</strong>a</strong>’s control (中美在南海<br />

的博弈迟早都会发生, 这种局面也不会以中国的意志为<br />

转移).<br />

East <strong>Ch<strong>in</strong>a</strong> Sea Disputes. <strong>Ch<strong>in</strong>a</strong> has tough challenges<br />

<strong>in</strong> the East <strong>Ch<strong>in</strong>a</strong> Sea. It has territorial disputes with a<br />

great power, Japan. Moreover, <strong>Ch<strong>in</strong>a</strong> also has to deal<br />

with the <strong>United</strong> <strong>States</strong> as a result of the U.S. treaty obligation<br />

to defend Japan if <strong>Ch<strong>in</strong>a</strong> <strong>and</strong> Japan were to<br />

use force aga<strong>in</strong>st each other to settle the disputes.<br />

<strong>Ch<strong>in</strong>a</strong> <strong>and</strong> Japan have two closely related disputes<br />

<strong>in</strong> the East <strong>Ch<strong>in</strong>a</strong> Sea. One is about the delimitation<br />

of the two nations’ maritime boundary; the other, the<br />

sovereign right over a group of isl<strong>and</strong>s known as the<br />

Diaoyu Dao (钓鱼岛) <strong>in</strong> Ch<strong>in</strong>ese <strong>and</strong> Senkaku gunto<br />
