But the <strong>United</strong> <strong>States</strong> soon had an opportunity to<br />

“get even” with <strong>Ch<strong>in</strong>a</strong>. In November 2010, tension<br />

<strong>in</strong> this region flared up aga<strong>in</strong>. <strong>The</strong> two Koreas exchanged<br />

artillery shell<strong>in</strong>g at their disputed area. Some<br />

of North Korea’s artillery shells l<strong>and</strong>ed on the South<br />

Korea-controlled Yeonpyeong Isl<strong>and</strong>, kill<strong>in</strong>g South<br />

Korean soldiers as well as civilians. President Obama<br />

<strong>and</strong> South Korean President Lee Myung-bak immediately<br />

ordered the two nations’ combat forces to carry<br />

out the second phase of the planned war games. This<br />

time, the aircraft carrier USS George Wash<strong>in</strong>gton <strong>and</strong> its<br />

battle group steamed <strong>in</strong>to the Yellow Sea. In the midst<br />

of an <strong>in</strong>ternational condemnation of North Korea <strong>and</strong><br />

support for the <strong>United</strong> <strong>States</strong> on this crisis, <strong>Ch<strong>in</strong>a</strong> had<br />

to tune down its rhetoric, although the Ch<strong>in</strong>ese Foreign<br />

M<strong>in</strong>istry spokesman did voice <strong>Ch<strong>in</strong>a</strong>’s objection<br />

aga<strong>in</strong> to the U.S. warships com<strong>in</strong>g to the Yellow Sea.<br />

<strong>Ch<strong>in</strong>a</strong> nevertheless swallowed a bitter pill. But the<br />

contention between <strong>Ch<strong>in</strong>a</strong> <strong>and</strong> the <strong>United</strong> <strong>States</strong> on<br />

U.S. military activities <strong>in</strong> the Ch<strong>in</strong>ese-claimed EEZ did<br />

not stop there. <strong>The</strong> two would come to fight aga<strong>in</strong> as<br />

the <strong>United</strong> <strong>States</strong> promised to cont<strong>in</strong>ue these activities<br />

<strong>in</strong> the future.<br />

With the absence of mutually (<strong>and</strong> <strong>in</strong>ternationally)<br />

acceptable grounds, the ultimate arbiter over the U.S.<br />

military activities <strong>in</strong> <strong>Ch<strong>in</strong>a</strong>’s claimed EEZ will be the<br />

two nations’ national power, especially their military<br />

power. <strong>Ch<strong>in</strong>a</strong> at this po<strong>in</strong>t, <strong>and</strong> for some time to come,<br />

does not have the capability to carry out its dem<strong>and</strong>s.<br />

It can only make repeated protests or harass U.S. operations<br />

<strong>in</strong> the Ch<strong>in</strong>ese-claimed EEZ. However, <strong>Ch<strong>in</strong>a</strong><br />

is mak<strong>in</strong>g steady efforts to improve its fight<strong>in</strong>g capabilities.<br />

<strong>Ch<strong>in</strong>a</strong>’s Mar<strong>in</strong>e Adm<strong>in</strong>istration now has many<br />
