In addition to the cont<strong>in</strong>uation of economic development<br />

<strong>and</strong> political change discussed earlier, <strong>Ch<strong>in</strong>a</strong>’s<br />

nation-build<strong>in</strong>g efforts <strong>in</strong>clude unification with Taiwan,<br />

settlement of the territorial disputes <strong>in</strong> the East<br />

<strong>and</strong> South <strong>Ch<strong>in</strong>a</strong> Seas, its maritime ambitions, <strong>and</strong> the<br />

issues of Tibet <strong>and</strong> X<strong>in</strong>jiang. <strong>The</strong> <strong>United</strong> <strong>States</strong> is <strong>in</strong>volved<br />

directly or <strong>in</strong>directly <strong>in</strong> all of these issues (see<br />

Figure 4-2). While <strong>Ch<strong>in</strong>a</strong> is determ<strong>in</strong>ed to complete its<br />

nation-build<strong>in</strong>g process on its way to become a great<br />

power, the <strong>United</strong> <strong>States</strong> is there to “watch <strong>Ch<strong>in</strong>a</strong> do<br />

the right th<strong>in</strong>g.”<br />

Unfortunately, because <strong>Ch<strong>in</strong>a</strong> <strong>and</strong> the <strong>United</strong><br />

<strong>States</strong> do not see eye to eye on these key issues, many<br />

of <strong>Ch<strong>in</strong>a</strong>’s acts will be perceived as wrong-do<strong>in</strong>gs <strong>and</strong><br />

most of the U.S. <strong>in</strong>volvement will be taken as ill-willed<br />

<strong>in</strong>terference <strong>in</strong> <strong>Ch<strong>in</strong>a</strong>’s <strong>in</strong>ternal affairs. <strong>The</strong>se clashes<br />

can turn <strong>in</strong>to flashpo<strong>in</strong>ts, a mish<strong>and</strong>l<strong>in</strong>g of which can<br />

set them on fire <strong>and</strong> get the <strong>United</strong> <strong>States</strong> <strong>and</strong> <strong>Ch<strong>in</strong>a</strong><br />
