— Ch<strong>in</strong>ese leaders deny the existence of a “Tibet<br />

Question,” claim<strong>in</strong>g that Tibet has always<br />

been <strong>Ch<strong>in</strong>a</strong>’s territory <strong>and</strong> there is no<br />

room for its separation. <strong>The</strong>y therefore <strong>in</strong>sist<br />

that the Dalai Lama accept this position<br />

<strong>and</strong> “correct his mistake <strong>in</strong> pursu<strong>in</strong>g Tibet<br />

<strong>in</strong>dependence <strong>and</strong> cont<strong>in</strong>u<strong>in</strong>g to advocate<br />

the position that Tibet was an <strong>in</strong>dependent<br />

country prior to the Ch<strong>in</strong>ese occupation as<br />

stated <strong>in</strong> his Five-Po<strong>in</strong>t Peace Plan <strong>and</strong> other<br />

documents.” 183<br />

— Ch<strong>in</strong>ese leaders denounce the Tibetan Government-<strong>in</strong>-Exile,<br />

assert<strong>in</strong>g that no other nation<br />

<strong>in</strong> the world recognizes its legitimacy.<br />

<strong>Ch<strong>in</strong>a</strong> therefore refuses to hold talks with<br />

this organization.<br />

— Ch<strong>in</strong>ese leaders accept, however, that there<br />

is a “Dalai Lama Question”; it is about his<br />

return to <strong>Ch<strong>in</strong>a</strong> or the cont<strong>in</strong>uation of “his<br />

self-imposed exile” abroad. Ch<strong>in</strong>ese dialogue<br />

with the Dalai Lama therefore is always<br />

about the terms for his return <strong>and</strong> with<br />

his personal or private representatives, but<br />

not representatives of the Tibetan Government-<strong>in</strong>-Exile.<br />

— Ch<strong>in</strong>ese leaders reject the Dalai Lama’s plan<br />

for the future of Tibet. First, they charge that<br />

the Dalai Lama is ask<strong>in</strong>g for too much territory<br />

beyond the current conf<strong>in</strong>es of the Tibet<br />

Autonomous Region to build his “Greater<br />

Tibet Peace Zone.” Second, they repudiate<br />
