nation-build<strong>in</strong>g imperatives, <strong>Ch<strong>in</strong>a</strong> also has<br />
grow<strong>in</strong>g external <strong>in</strong>terests <strong>in</strong> global economic, political,<br />
cultural, <strong>and</strong> military affairs. What are <strong>Ch<strong>in</strong>a</strong>’s <strong>in</strong>tentions?<br />
What k<strong>in</strong>d of a global power will <strong>Ch<strong>in</strong>a</strong> become?<br />
What k<strong>in</strong>d of a relationship will <strong>Ch<strong>in</strong>a</strong> develop<br />
with the <strong>United</strong> <strong>States</strong>? How does the <strong>United</strong> <strong>States</strong><br />
ma<strong>in</strong>ta<strong>in</strong> its leadership <strong>in</strong> world affairs <strong>and</strong> develop<br />
a work<strong>in</strong>g relationship with <strong>Ch<strong>in</strong>a</strong> so that <strong>Ch<strong>in</strong>a</strong> can<br />
jo<strong>in</strong> h<strong>and</strong>s with the <strong>United</strong> <strong>States</strong> to shape the world<br />
<strong>in</strong> constructive ways?<br />
<strong>The</strong>se are, <strong>in</strong> essence, questions perta<strong>in</strong><strong>in</strong>g to a<br />
power transition ostensibly tak<strong>in</strong>g place between the<br />
<strong>United</strong> <strong>States</strong> <strong>and</strong> <strong>Ch<strong>in</strong>a</strong>. Given that the <strong>United</strong> <strong>States</strong><br />
<strong>and</strong> <strong>Ch<strong>in</strong>a</strong> are two of the most powerful nations <strong>in</strong> the<br />
world, these issues, as Obama rightly puts it, def<strong>in</strong>e<br />
our times. A clear underst<strong>and</strong><strong>in</strong>g of the power transition,<br />
<strong>and</strong> especially <strong>Ch<strong>in</strong>a</strong>’s part <strong>in</strong> this process, is essential<br />
for the leaders of these two great nations. This<br />
analysis holds the follow<strong>in</strong>g propositions. First, as a<br />
result of its genu<strong>in</strong>e development <strong>and</strong> the impact of<br />
its exp<strong>and</strong><strong>in</strong>g <strong>in</strong>fluence on the <strong>in</strong>ternational system,<br />
<strong>Ch<strong>in</strong>a</strong> <strong>and</strong> the <strong>United</strong> <strong>States</strong> are <strong>in</strong>escapably engaged<br />
<strong>in</strong> a power transition process.<br />
Second, the history of power transition is filled<br />
with bloodshed; yet <strong>Ch<strong>in</strong>a</strong> <strong>and</strong> the <strong>United</strong> <strong>States</strong> are<br />
will<strong>in</strong>g to blaze a new path out of this deadly contest.<br />
Third, although <strong>Ch<strong>in</strong>a</strong> <strong>and</strong> the <strong>United</strong> <strong>States</strong> have<br />
exchanged goodwill for a peaceful future, the two nations<br />
have nevertheless many difficult conflicts of <strong>in</strong>terest<br />
that are be<strong>in</strong>g further complicated by the power<br />
transition process <strong>and</strong>, if not properly managed, can<br />
force the two to wage unwanted war aga<strong>in</strong>st each<br />
other, hence repeat<strong>in</strong>g the history of power transition<br />
tragedy.<br />
