U.S.-CHINA POWER TRANSITION:<br />

FROM POTENTIAL TO REALITY<br />

Napoleon Bonaparte is probably the first Western<br />

statesman to characterize the geostrategic significance<br />

of <strong>Ch<strong>in</strong>a</strong>. “Let <strong>Ch<strong>in</strong>a</strong> sleep, for when she wakes up,<br />

she will shake the world,” said the Emperor of France.<br />

No one knew precisely what prompted Napoleon to<br />

make this warn<strong>in</strong>g, but no one seemed to care, either.<br />

Indeed, <strong>in</strong> the early 1840s, about 2 decades after the<br />

pass<strong>in</strong>g of the French strongman, the European colonial<br />

powers forced their way <strong>in</strong>to <strong>Ch<strong>in</strong>a</strong>. <strong>The</strong>y used<br />

advanced warships <strong>and</strong> firearms to “wake up” the<br />

Ch<strong>in</strong>ese. <strong>The</strong> pre-modern <strong>Ch<strong>in</strong>a</strong> under the corrupt<br />

<strong>and</strong> close-m<strong>in</strong>ded Q<strong>in</strong>g rulers was no match to the<br />

Western powers. <strong>The</strong>y easily carved up <strong>Ch<strong>in</strong>a</strong> <strong>in</strong>to<br />

their spheres of <strong>in</strong>fluence, pressed <strong>Ch<strong>in</strong>a</strong> to open up<br />

its port cities to foreign trade, <strong>and</strong> quickly set up commercial,<br />

manufactur<strong>in</strong>g, <strong>and</strong> many other modern operations<br />

<strong>in</strong> <strong>Ch<strong>in</strong>a</strong>.<br />

<strong>The</strong> Western powers ostensibly <strong>in</strong>tended to turn<br />

<strong>Ch<strong>in</strong>a</strong> <strong>in</strong>to their overseas production <strong>and</strong> supply base;<br />

yet they had nevertheless brought <strong>Ch<strong>in</strong>a</strong> <strong>in</strong>to the modern<br />

world. This sudden <strong>and</strong> forceful change threw<br />

<strong>Ch<strong>in</strong>a</strong> <strong>in</strong>to a situation of confront<strong>in</strong>g some strong enemies<br />

<strong>in</strong> the words of Li Hongzhang (李鸿章), a prom<strong>in</strong>ent<br />

statesman of the late Q<strong>in</strong>g Dynasty, “not seen<br />

<strong>in</strong> thous<strong>and</strong>s of years of the Ch<strong>in</strong>ese history.” 1 This<br />

centuries-old feudal <strong>and</strong> agrarian society was pressed<br />

disgracefully to confront modernity. Its fundamental<br />

values, operat<strong>in</strong>g rules, <strong>and</strong> practically all aspects of<br />

its way of life were under pressure for change.<br />
