earmarked to build 30 to 50 big size <strong>and</strong> highly capable<br />

vessels. <strong>The</strong> first one, “Yuzheng 310” (中国渔政<br />

310), a 2,580-tonnage vessel with a platform for two<br />

Z-9A helicopters <strong>and</strong> advanced satellite communication<br />

systems, made its maiden voyage on November<br />

16, 2010. Its dest<strong>in</strong>ation was the Diaoyu/Senkaku Isl<strong>and</strong>s.<br />

<strong>Ch<strong>in</strong>a</strong>’s efforts are chang<strong>in</strong>g the situation around<br />

the Diaoyu/Senkaku Isl<strong>and</strong>s. Clashes between <strong>Ch<strong>in</strong>a</strong><br />

<strong>and</strong> Japan over the Diaoyu/Senkaku Isl<strong>and</strong>s <strong>and</strong> reports<br />

about <strong>Ch<strong>in</strong>a</strong>’s determ<strong>in</strong>ation to develop its mar<strong>in</strong>e<br />

surveillance <strong>and</strong> law enforcement forces <strong>and</strong> to<br />

assert <strong>and</strong> protect <strong>Ch<strong>in</strong>a</strong>’s maritime <strong>in</strong>terests hit Ch<strong>in</strong>ese<br />

media headl<strong>in</strong>es at an alarm<strong>in</strong>g rate. Although<br />

most of the reports are only about <strong>Ch<strong>in</strong>a</strong>’s efforts to<br />

ga<strong>in</strong> control of the Diaoyu/Senkaku Isl<strong>and</strong>s, one cannot<br />

but wonder if those efforts do not imply the eventual<br />

eviction of Japan’s forces out of the disputed area.<br />

S<strong>in</strong>ce there is no reason to expect that Japan will sit<br />

idle while <strong>Ch<strong>in</strong>a</strong> is mak<strong>in</strong>g its advances, a showdown<br />

between <strong>Ch<strong>in</strong>a</strong> <strong>and</strong> Japan, with the danger of armed<br />

conflict, is only a matter of time; <strong>and</strong> this time is com<strong>in</strong>g<br />

fast. And the <strong>United</strong> <strong>States</strong>, as promised by Secretary<br />

of State Cl<strong>in</strong>ton, will have to rush to the rescue.<br />

What about Tibet <strong>and</strong> X<strong>in</strong>jiang?<br />

<strong>The</strong>se are <strong>Ch<strong>in</strong>a</strong>’s explosive issues. Unlike the<br />

small <strong>and</strong> un<strong>in</strong>habitable isl<strong>and</strong>s <strong>in</strong> the South <strong>and</strong> East<br />

<strong>Ch<strong>in</strong>a</strong> Seas, Tibet <strong>and</strong> X<strong>in</strong>jiang make up about onethird<br />

of <strong>Ch<strong>in</strong>a</strong>’s l<strong>and</strong>mass <strong>and</strong> have a population of<br />

about 3 million <strong>in</strong> Tibet <strong>and</strong> 22 million <strong>in</strong> X<strong>in</strong>jiang. 161<br />

<strong>The</strong>se two regions are also different from Taiwan <strong>in</strong> a<br />

significant way <strong>in</strong> that while the people <strong>in</strong> Taiwan are<br />
