Assessing the<br />
contribution of Twf<br />
The Twf project staff and methods have been<br />
independently evaluated on three separate<br />
occasions. 10 Each evaluation has concluded<br />
that Twf has made significant progress in<br />
bringing bilingualism into the mainstream<br />
work of midwives and health visitors. The<br />
project has also been credited with considerable<br />
success in raising awareness amongst<br />
parents, prospective parents and the public at<br />
large of the advantages of bilingualism. What<br />
is far more difficult to measure in any precise<br />
way is the extent to which the project is succeeding<br />
in changing the language patterns of<br />
parents in order to increase the number of<br />
children speaking Welsh in the home.<br />
«A wide range of factors influence decisions<br />
about language choice and it is<br />
impossible to isolate the influence of<br />
Twf. There is, however, no shortage of<br />
anecdotal evidence that Twf is making<br />
a valuable contribution not on-ly to this<br />
aim, but also the broader aim of helping<br />
all families to make an informed<br />
choice, irrespective of language backgro<strong>und</strong>.»<br />
