granting to individuals certain water and grazing<br />

rights, and the privilege <strong>of</strong> building toll-roads and<br />

bridges. 14<br />

In July 1862, Governor Harding, with judges<br />

Waite and Drake, arrived in Salt Lake City, and for<br />

the first time in his career <strong>Brigham</strong> declared himself<br />

satisfied with the United States <strong>of</strong>ficials. Matters<br />

worked smoothly until the meeting <strong>of</strong> the legislature<br />

in December, when the saints took <strong>of</strong>fence at the<br />

governor's message, wherein he reproved them sharply<br />

for disloyalty and the practice <strong>of</strong> polygamy, and called<br />

their attention to the recent act <strong>of</strong> congress. "I am<br />

aware," he said, "that there is a prevailing opinion<br />

here that said act is unconstitutional, and therefore<br />

it is recommended by those in high authority that no<br />

regard whatever should be paid to the same ... I take<br />

this occasion to warn the people <strong>of</strong> this territory<br />

against such dangerous and disloyal council." 15<br />

dividing Cache and Rich counties, their rights lasting 14 years. Ben. Holladay,<br />

Wm H. Hooper, and W. L. Halsey were the body corporate <strong>of</strong> the<br />

Uintah Eoad Co., with privilege for 15 years. By act <strong>of</strong> 18G5 the Overland<br />

Mail Company was authorized to make a road across the Dugway Mountain,<br />

105 miles west <strong>of</strong> S. L. City, and to erect a toll-gate at or near the eastern<br />

base <strong>of</strong> the mountain, with privilege for ten years.<br />

was empowered to establish and control ferries and bridges at the Weber and<br />

Bear rivers for an indefinite term. <strong>Utah</strong> Acts Legist, (ed. 1855), 267-8. By<br />

acts <strong>of</strong> 1855 Parley Park and an adjacent valley to the south were granted<br />

for 20 years as herd-grounds to Heber C. Kimball, Jedediah M. Grant, Sam.<br />

Snyder, and their associates, and certain lands in <strong>Utah</strong> co. to Miles and<br />

Franklin Weaver for the same purpose. By acts <strong>of</strong> the same year, Kimball<br />

and his partners were authorized to make a toll-road from Big Canon, S. L.<br />

co., to Kamas prairie, <strong>Utah</strong> co., passing through Parley Park, and Orson<br />

Hyde and others to build a toll-road and bridges in Carson co., which were to<br />

become the property <strong>of</strong> the territory after five years. Id., 284-6. In 1857<br />

John L. Butler and Aaron Johnson were granted the control <strong>of</strong> one fourth <strong>of</strong><br />

the waters <strong>of</strong> the Spanish Fork River for irrigation purposes, during the pleasure<br />

<strong>of</strong> the legislative assembly. Id. (ed. 1806), 179. In 1866 Alvin Nichols<br />

and Wm S. Godbe were allowed to establish toll-bridges across the Bear and<br />

Malade rivers, the privilege being for eight years. Other proceedings <strong>of</strong> the<br />

legislature between 1854 and 1866 will be found in <strong>Utah</strong> Acts Legist., and<br />

<strong>Utah</strong> Jour. Legist., passim, and in the files <strong>of</strong> the Dcseret News. The names<br />

<strong>of</strong> members are also given in <strong>Utah</strong> Jour. Legist., for each year.<br />
