After some correspondence with General Wells, the<br />

musters in the various districts were postponed until<br />

further notice, by command <strong>of</strong> the latter, though they<br />

had been regularly held for eighteen years, and returns<br />

duly made, in accordance with an act <strong>of</strong> congress<br />

approved in 1803. In 1870 the militia, which<br />

has never since been assembled, included about 13,000<br />

men, most <strong>of</strong> them efficiently armed, drilled, and<br />

equipped, while the United States troops stationed at<br />

Camp Douglas, Camp Rawlins in <strong>Utah</strong> county, and<br />

elsewhere in the territory, numbered only a few hundred.<br />

The proclamation was ill-advised, and for what purpose<br />

it was issued, save as a puerile expression <strong>of</strong> the<br />
