While these service providers continue to work on upgrading their network, they<br />

encourage people to acquire the most powerful phone they can afford in order to fully<br />

utilise the capabilities of the network. Acquiring advanced mobile phones such as<br />

Smartphone can be very expensive. This could be one of the reasons there is very little<br />

adoption of Smartphone in government organisation. In this study the term Smartphone<br />

will refer to basic cell-phone and Smartphone with 2.5G enabled.<br />

PDA use has also been investigated in this study and surprisingly hardly anyone in<br />

Vanuatu used it. When asked about the technology, many really don't know what it is.<br />

Further explanations of what the device does showed that few are aware of it. As mobile<br />

technology advances, most cell-phones and Smartphone have now PDA features. The<br />

graph below shows employees who have access to and used cell-phone enabled with<br />

PDA features. It is apparent that not only top management have access to cell-phones<br />

enabled with PDA features but a few other staff also use cell-phones enabled with PDA.<br />
