In summary, m-Government provides services and information to citizens using MWTs,<br />

especially to those who have access to the technology. MWTs include the use of<br />

portable digital assistants (PDA) and portable computers, as well as radio, cellular and<br />

satellite technology. M-government services that could possibly contribute to public<br />

services delivery will be discussed in detail in this study. The literature review in<br />

Chapter 2 explains the above concept in more detail.<br />

1.1 The case of the Pacific island state of Vanuatu<br />

The Pacific island state of Vanuatu is a democratic nation for the last 30 years, therefore<br />

service delivery is an important area that the government must considered while<br />

managing and controlling the affairs of the nation. Over the past few years the Vanuatu<br />

government has had to face criticism from citizens over poor service delivery. In various<br />

communities especially in rural areas, people have shown discontent and at times get<br />

frustrated by the government because election promises have not been kept. When it<br />

comes to service delivery, government faces massive pressure and challenges because<br />

services that had to be delivered to rural areas are not always delivered on time.<br />

There are several factors contributing to these challenges and the major one need<br />

to be mention here is due to the fact that Vanuatu is composed of over 80 small islands.<br />

Therefore, transportation is a great barrier to government service delivery.<br />

The deployment of e-Government in many developed and some developing countries as<br />

a way of improving public service delivery. However, it has been observed that services<br />

provided by e-Government are not always visible to the public. For example, the<br />

recordings of data about the aspect of the life of citizen from birth to death are kept in<br />
