T5: Reliability of the telecommunication – Assessment<br />
Having access to a reliable telecommunications infrastructure is key to establishing an<br />
enabling environment for m-Government. This sub-theme raises awareness about the need<br />
for reliability across all components of the telecommunications infrastructure. The reliability<br />
of the infrastructure is a composite of the reliability of all the various components, including<br />
the telephone network, the broadband digital network, the satellite network and Internet<br />
Service Providers (ISPs), among others. Government leaders must be aware of the<br />
interdependencies among all of these components and the need to pay attention to the<br />
reliability of these components in a consistent and ongoing way. The statements draw<br />
attention to the idea that overall reliability of the telecommunications infrastructure is based<br />
on the reliability of each of the component parts and that the operation of each of these<br />
components within specific regions or sectors must be considered independently as well as<br />
collectively.<br />
