whatever services the government decides to deliver via mobile technology. The<br />

government always faces the challenge of limited resources such as skilled labour and<br />

funds to invest in the latest technology. In a case where it is not possible for<br />

government to deliver these services, it is best to hire expertise or partnership with other<br />

private organizations that are able to assist. Increasing the productivity of mobile<br />

workers is considered one of the greatest advantages of MWTs.<br />

Findings of this study indicated that it is a challenge for VGO to decide on the adoption<br />

of new technology for the entire set of government organisations. Judging from the<br />

results obtained from this study, there seems to be a very wide range of choices that<br />

makes it difficult to decide which technologies are the most appropriate ones. In<br />

addition, the current technology advancement can be a real problem for government<br />

organizations especially if they are not up to date with the technology. A solution that is<br />

implemented can be outdated. This places the government in a position where decisions<br />

have to be made when a new technology can be adopted. The government has a choice<br />

either to wait for the technology to prove its worthiness before adopting the technology<br />

or can take a chance to try out something new.<br />

There is always a risk involved for the government to take on either approach. To adopt<br />

only proven technology poses the risk for the technology to be out of date before it is<br />

implemented. To take the approach of adopting the latest technology mean using public<br />

funds for experiments and this can be a waste if it is not successful. One approach to<br />

deal with such a challenge is for the government to have in place a process for risk<br />

assessment that can be carried out by public officials before making the decision.<br />

In the next few years, it is expected that cellular services in Vanuatu will grow at a very<br />
