thereby and thus to deliver better m-Services. In addition, coordination efforts should<br />

not only be made at national level; the six provinces and local districts are just as<br />

important as the national government and they are to be considered while addressing m-<br />

Government solutions in order to avoid any duplication of effort, and to make use of the<br />

existing resources, however limited they are. It is hoped that the challenges will be<br />

addressed once the government has in place a system that will coordinate all its ICT<br />

services.<br />

Legislation is said to be one of the biggest obstacles that can affect the process of<br />

development. The government of Vanuatu seems to be in a good position to realise the<br />

importance of making necessary adjustments to the policies that govern the<br />

telecommunication industry in order to keep up to date with the advancement in<br />

technology. It is important that rules or policies defined keep up with the change in<br />

technologies field of wireless and cellular communication. The changes recently made<br />

to the required legislation show that the government is ready to address such issues. As<br />

a result Vanuatu now has an open market in the telecommunication industry.<br />

During the interviews a respondent pointed out at one of the obvious and important<br />

limitations that would hamper the service delivery not only by m-Government but also<br />

e-Government, and that is the lack of bandwidth. The current 2 megabit bandwidth<br />

cannot support all MWTs functionalities such as live video streaming and video-<br />

communication. It is believed that this has been addressed at the initial phase of the<br />

development of the current e-Government project. While discussions about the<br />

possibility of integrating m-Government as part of the e-Government are on-going, it is<br />

an important area that must be improved in the near future. The current e-Government<br />

infrastructure deploys underground fibre optic cables that connect all government<br />
