6.4.3 Upgrading the Mobile Telecommunication Infrastructure<br />

In order for citizens to embrace other mobile services apart from SMS and voice calls,<br />

there is a need for mobile service providers to start looking at improving and upgrading<br />

their mobile network to 3G network technologies. This will provide the ability for<br />

citizens to have an improved speed to access internet on their cell phones. Once this<br />

service is in place, the government Web portal need to be improved in such a way that it<br />

can be accessed via a cell phone with Internet capability. Wireless broadband<br />

connectivity must be improved to avoid the hassle of physically connecting all<br />

government offices and minimize the cost that is involved.<br />

6.4.4 Learning from Examples<br />

According to Coldstuck (2003), every time a new technology is embraced, it is not<br />
