registered new mobile users was taken into consideration. Summarising these data into<br />

meaningful terms such as knowing the total percentage of the population of Vanuatu,<br />

who have access to MWT helps to explain and determining the technology readiness of<br />

the government organizations and the nation as a whole.<br />

4.8 Ethical Considerations<br />

It is important that the ethical issues must be understood and addressed. This study<br />

requires the participation of human respondents particularly government employees. In<br />

order to ensure the safety and privacy of participants it is vital that ethical issues must<br />

be taken into consideration. The confidentiality and consent were among the significant<br />

ethical issues considered in this study. How this is accomplished is by informing the<br />

selected participants in advance of all important details of the study, including the<br />

purpose and aim of the study. This step is important in data collection method as it<br />

provides the respondent with the understanding of how important is their role in<br />

successfully completing the research.<br />

Participants have the choice to either remain till the interview is over or withdraw<br />

during the process. This study ensured the participant confidentiality is maintained by<br />

not disclosing personal information or names. The study includes only of those relevant<br />

information that will aid in answering the research questions.<br />
